Abstract

Memo No. 251 (Parts One and Two) compiles comments from a number of international and local experts, including Professor Vera Cao-Pinna, Benjamin Higgins, Jan Tinbergen, Edward Mason, Bent Hansen, Manfred Ingirsh, H. Linnemann, and others, on Memo No. 239 concerning the formulation of research programs at the National Planning Institute in Cairo in 1962.The experts emphasize the necessity of balance between training and research as two interrelated activities, with a focus on applied and experimental research that serves economic and social planning in a developing country like Egypt. They stress the importance of avoiding abstract theories or models imported from developed countries. They recommend avoiding purely individual research or overly large and risky teams, and instead adopting the model of small teams (a principal researcher with assistants) or permanent specialized teams in specific fields such as demography, labor market, consumption, investment, foreign trade, the relationship between the public and private sectors, and regional economic integration. They also suggest the possibility of contractual research, exercised with caution. The experts stress the importance of field research, collecting primary data, studying economic behaviors, problems of implementation and management in the national sector, and long-term forecasting (10 years and beyond). They call for flexibility in research programs and coordination between working groups (policy, methodological, operational, and accounting). They also recommend fixing the teaching schedule in advance to provide sufficient time for research, establishing a regular scientific journal, and strengthening international cooperation and communication with planning bodies. They estimate the need for reasonable human and financial resources (approximately 200 additional researchers and $500,000 annually), with an emphasis on continuous training and quality over quantity.
