The Future of Jobs: An Analytical Reading of International and Regional Reports
The first session of the Scientific Follow-ups series for the 2026/2027 academic year addressed the topic “The Future of Jobs: An Analytical Review of International and Regional Reports.” The session reviewed the major transformations reshaping labor markets as a result of technological developments, particularly artificial intelligence, the green transition, demographic and geo-economic changes, and economic uncertainty. These forces are reshaping the nature of jobs and the skills required in the labor market. In this context, the World Economic Forum’s Future of Jobs Report 2025 projects that 170 million new jobs will be created globally by 2030, while 92 million existing jobs will be displaced, resulting in a net increase of 78 million jobs. The fastest-growing occupations are concentrated in artificial intelligence, data analytics, software development, renewable energy, and environmental engineering, whereas traditional administrative and clerical occupations face a greater risk of decline. The report also estimates that 39% of workers’ core skills will change globally, compared with approximately 49% in Egypt. These findings highlight the importance of developing digital, analytical, creative, and interpersonal skills, while promoting lifelong learning and professional reskilling to meet the evolving demands of the future labor market. In this regard, the World Economic Forum’s white paper, Four Scenarios for Jobs in the New Economy: AI and Talent until 2030, presents alternative pathways shaped by the pace of artificial intelligence development and the readiness of the workforce. These range from accelerated progress, which enhances productivity and innovation, to job displacement resulting from inadequate workforce readiness, the Intelligent Partnership Economy, based on complementarity between humans and technology, and stalled progress, which limits the expected returns from technological advancements. At the regional level, the joint report by the United Nations Economic and Social Commission for Western Asia (ESCWA) and the International Labour Organization (ILO) outlines three scenarios for the future of employment in the Arab region through 2035: the bold approach, risk neglect, and the balanced approach, which seeks to capitalize on the opportunities offered by artificial intelligence while mitigating its adverse effects. These scenarios underscore the importance of aligning education and training with labor market needs, developing lifelong learning systems, expanding digital inclusion, supporting micro, small, and medium-sized enterprises (MSMEs), strengthening governance, protecting data, and addressing bias and discrimination. In light of these transformations, the Institute of National Planning (INP) can strengthen its role in anticipating the future of jobs in Egypt by conducting foresight studies and developing future scenarios to identify the sectors and occupations most likely to be affected, as well as current and emerging skills gaps. It can also develop training programs in foresight, data analytics, artificial intelligence, and scenario planning; organize workshops for government leaders; and strengthen partnerships with universities, government entities, the private sector, and international organizations. Ultimately, the key challenge lies not merely in the spread of technology, but in the capacity of institutions to manage and prepare for the transition. Developing workforce skills, modernizing education and training systems, strengthening institutional coordination, and adopting inclusive employment policies are therefore essential to maximizing Egypt’s benefits from future opportunities while mitigating associated risks.

The study examines the evolution of development and underdevelopment concepts, demonstrating that the 1950s and 1960s experience proved the inadequacy of reducing development to mere economic growth and rising per capita income, as this often coexisted with severe income inequality, poverty, and unemployment. Consequently, a broader concept of development emerged, placing human beings at the center as both the means and the end of development, encompassing dimensions such as distributive justice, basic needs fulfillment, environmental protection, democratic participation, and technological advancement. The study further emphasizes "independent or self-reliant development" as an alternative to international dependency, aiming to liberate national will, mobilize domestic resources, and build an integrated productive structure. In its second part, the text provides a critical review of traditional development metrics like Gross Domestic Product (GDP), exploring attempts to correct them and introduce complementary and composite indices (such as income distribution measures, physical quality of life, and human development) to accurately assess social welfare and structural transformations.
