Abstract

تتناول هذه المذكرة تطبيق نموذج تخطيطي للمتطلبات التعليمية في سياق الحالة المصرية. تهدف الدراسة إلى اختبار مدى قابلية تطبيق نموذج تينبرجن-كورا (Tinbergen-Corra) في تخطيط التعليم والقوى العاملة باستخدام البيانات المتاحة في مصر. تسلط المذكرة الضوء على التحديات التي تواجه المخططين التربويين، مثل تلبية "الطلب الاجتماعي" على التعليم وضمان عائد استثماري لا يقل عن القطاعات الأخرى، بالإضافة إلى تصميم نظام تعليمي يلبي احتياجات المجتمع من القوى العاملة المؤهلة. تؤكد الدراسة على أهمية المواءمة بين متطلبات القوى العاملة وتوقعات الطلب الاجتماعي، مع الأخذ في الاعتبار تكلفة المستويات التعليمية المختلفة. كما تشير إلى أن معدل العائد على الاستثمار وحده لا يكفي لتقييم التعليم، حيث يتجاهل الفوائد غير النقدية ويواجه صعوبات في الحساب ونقص البيانات، خاصة في الدول النامية التي تسعى لتحقيق تنمية اقتصادية سريعة. يتم تطبيق النموذج بطريقتين: إسقاطات بمعاملات ثابتة، وإسقاطات بمعاملات فنية تتبع الاتجاهات المرصودة، مع استخدام الدخل القومي كمتغير محدد لحساب المتغيرات التعليمية للسنوات 1975 و1980 و1985. وتبرز الدراسة أن الحياة الاقتصادية تتطلب مخزونًا من القوى العاملة المؤهلة، وأن الخريجين الجدد يمثلون نسبة صغيرة من هذا المخزون. This memo, , explores the application of a planning model for educational requirements within the Egyptian context. The study aims to test the applicability of the Tinbergen-Corra model in planning education and manpower using available data in Egypt. It highlights the challenges faced by educational planners, such as meeting the "social demand" for education, ensuring a return on investment comparable to other sectors, and designing an educational system that provides qualified manpower. The memo emphasizes the importance of aligning manpower requirements with social demand projections, while considering the costs associated with various educational levels. It also notes that the rate of return analysis alone is insufficient for evaluating education, as it overlooks non-monetary benefits and encounters computational difficulties and data scarcity, particularly in developing countries striving for rapid economic development. The model is applied in two ways: projections with constant coefficients and projections with technical coefficients that follow observed trends, using national income as a determinant variable to compute educational variables for the years 1975, 1980, and 1985. The study underscores that economic life necessitates a stock of qualified manpower, and new graduates constitute a small proportion of this stock.
