Abstract

This study presents a set of proposed measures to strengthen research and supervisory mechanisms within the Second Long-Term Training Programme of the National Institute of Planning in the United Arab Republic, which commenced with approximately fifty trainees, while preparations were underway for the launch of a research programme and the enhancement of both internal and external academic collaboration. The memorandum addresses five principal areas. First, it outlines a comprehensive supervision system consisting of group supervision, responsible for coordinating activities, monitoring trainees’ progress, and integrating coursework; tutorial guidance, under which trainees are divided into small groups of three to four participants for weekly individual meetings and seminars; and research leadership, involving the regular supervision of research projects, supported by monthly reports from both the research leader and the tutor to the group supervisor assessing each trainee’s abilities, conduct, and areas for improvement, with reports circulated among the five group supervisors. The memorandum also considers whether the research leader should serve merely as an adviser or assume full supervisory responsibility for the academic content of the research. It further establishes criteria for selecting trainee research topics, emphasizing their contribution to the Institute’s research activities, their applied nature, and their focus on specific issues within the broader framework of "The Structure and Growth of the Egyptian Economy." Second, the memorandum discusses the implementation of the academic programme and examinations beginning in January 1963, including arrangements for part-time lecturers, preparation of teaching schedules, course syllabi, and reading lists, methods for recording lectures through either advance lecture notes or summaries prepared by research assistants, the organization of weekly seminars conducted in English featuring short papers and discussions of draft research papers, as well as periodic examinations following each course and a comprehensive final examination comprising three written papers. Third, the memorandum defines the role of the fourteen research assistants, who are expected to undertake independent research under the supervision of senior faculty members with the objective of earning doctoral degrees, while also contributing to tutorial guidance and research operations, including data collection and statistical calculations. Fourth, it emphasizes the coordination between the training and research programmes by encouraging the integration of trainees' research projects into the Institute's broader research agenda and by defining the role of foreign experts as either academic advisers or direct research collaborators. Fifth, the memorandum advocates strengthening cooperation with governmental agencies and international organizations, including the International Labour Organization and the United Nations Educational, Scientific and Cultural Organization, with the Institute serving as both a coordinating center and a producer of policy-oriented research. The memorandum concludes with two appendices: one listing trainees according to five specialization groups—public finance and economics, manpower and social studies, industry and urban development, agriculture and rural development, and mathematical techniques—and another presenting the training research projects completed under the first programme. It ends with an invitation for all members of the academic staff to submit comments and recommendations for further improving the proposed arrangements.
