| dc.description.abstract | The study addresses the evolution of planning organization in the Soviet Union since the October Socialist Revolution. The text explains that planning is based on the principle of democratic centralism, which combines the centralized administration of the state with the creative initiative of local administrations and enterprises. It integrates three interrelated aspects: the social and economic, the methodological, and the organizational. From the very first days of the Soviet state, amid the famine and destruction caused by the war and foreign intervention, the Supreme Council of the National Economy was established as the first central planning body, alongside regional national economy councils and statistical agencies. In 1918, the first approximate estimates for the production of coal, minerals, and agricultural machinery were prepared, although planning at that stage was still in its infancy and not comprehensive. By 1920, industry had been almost completely nationalized, but the economic situation resembled that of Tsarist Russia in the 19th century due to the sharp decline in industrial and agricultural production. In this difficult context, the historic "GOELRO" plan for the electrification of the country was developed. It was the first comprehensive long-term national economic plan, aimed at building a heavy industry based on comprehensive electrification. It included two programs: Program (A) for restoring existing power stations, and Program (B) for constructing new large regional power stations. Despite its significant achievements, the plan had shortcomings such as a lack of statistical data and its failure to cover the entire economy. In February 1921, the State Planning Commission (Gosplan) was established, which became the foundation of the current planning system. This was followed by the organization of large unions (trusts) between 1921 and 1923.The subsequent period witnessed improvements in planning methods, including the development of a unified industrial plan for 1925–1926 and the introduction of new qualitative indicators such as labor productivity and production costs. This was followed by the Five-Year Plans: the First Five-Year Plan (1928–1932), which focused on heavy industrialization, agricultural collectivization, and the elimination of unemployment; and the Second Five-Year Plan, which completed the technical transformation of the entire national economy. This achieved the completion of the transitional period and the dominance of public ownership of the means of production over Soviet society in both its forms. تتناول الدراسة تطور تنظيم التخطيط في الاتحاد السوفيتي منذ قيام ثورة أكتوبر الاشتراكية. يوضح النص أن التخطيط يقوم على مبدأ المركزية الديمقراطية التي تجمع بين الإدارة المركزية للدولة والمبادرة الخلاقة للإدارات المحلية والمنشآت، وأنه يجمع بين ثلاثة جوانب مترابطة: الاجتماعي والاقتصادي، والمنهجي، والتنظيمي. ومنذ الأيام الأولى لقيام الدولة السوفيتية، وسط المجاعة والدمار الناجمين عن الحرب والتدخل الأجنبي، أُنشئ المجلس الأعلى للاقتصاد الوطني كأول هيئة تخطيط مركزية، إلى جانب مجالس الاقتصاد الوطني على مستوى الأقاليم والهيئات الإحصائية. وفي عام 1918 وُضعت أول تقديرات تقريبية لإنتاج الفحم والمعادن والآلات الزراعية، رغم أن التخطيط في تلك المرحلة كان ما يزال في طور النشوء وغير شامل. وبحلول عام 1920 تم تأميم الصناعة تقريبًا بالكامل، لكن الوضع الاقتصادي كان مماثلاً لروسيا القيصرية في القرن التاسع عشر بسبب تراجع الإنتاج الصناعي والزراعي الحاد. في هذا السياق الصعب، وُضعت خطة "غويلرو" التاريخية لكهربة البلاد، وهي أول خطة اقتصادية قومية شاملة طويلة الأمد، هدفت إلى بناء صناعة ثقيلة قائمة على الكهربة الشاملة، وتضمنت برنامجين: البرنامج (أ) لترميم محطات الطاقة القائمة، والبرنامج (ب) لبناء محطات إقليمية جديدة كبرى. ورغم إنجازاتها الكبيرة، شابت الخطة عيوب مثل نقص البيانات الإحصائية وعدم شمولها لكامل الاقتصاد. وفي فبراير 1921 أُنشئت هيئة التخطيط الحكومية (غوسبلان) التي أصبحت أساس نظام التخطيط الحالي، تلاها تنظيم الاتحادات الكبرى (تروستات) بين 1921-1923. وشهدت الفترة اللاحقة تحسنًا في أساليب التخطيط، بما في ذلك وضع خطة موحدة للصناعة للعام 1925-1926، وإدخال مؤشرات نوعية جديدة كإنتاجية العمل وتكلفة الإنتاج. تلا ذلك المخططات الخمسية: الخطة الخمسية الأولى (1928-1932) التي ركزت على التصنيع الثقيل وتجميع الزراعة والقضاء على البطالة، والخطة الخمسية الثانية التي أنجزت التحول التقني للاقتصاد الوطني بأكمله، محققة بذلك اكتمال الفترة الانتقالية وسيطرة الملكية العامة لوسائل الإنتاج على المجتمع السوفيتي بشكليها. | |
