Abstract

تناقش هذه الدراسة مفهوم "الطاقة الاستيعابية" وعلاقته بالتنمية الاقتصادية، باعتباره أحد المفاهيم الأساسية في الاقتصاد التنموي الذي يفسر قدرة الاقتصاد الوطني على توظيف الموارد والاستثمارات المتاحة بصورة فعّالة لتحقيق النمو الاقتصادي المستدام. وتنطلق الدراسة من فرضية رئيسية مفادها أن معدلات النمو الاقتصادي لا تعتمد فقط على حجم الاستثمارات أو تدفقات رؤوس الأموال، وإنما ترتبط بدرجة كبيرة بقدرة المجتمع والاقتصاد على استيعاب هذه الاستثمارات وتحويلها إلى طاقات إنتاجية حقيقية. تبدأ الدراسة بعرض الإطار المفاهيمي للطاقة الاستيعابية من خلال تحليل أبعادها المختلفة، وتوضيح الفروق بينها وبين المفاهيم الاقتصادية الأخرى ذات الصلة. كما تتناول عدداً من التفسيرات النظرية المتعلقة بالطاقة الاستيعابية، وتربطها بالخصائص الهيكلية للاقتصاد القومي ومستويات التنمية الاجتماعية والمؤسسية. وتحلل الدراسة المحددات الأساسية للطاقة الاستيعابية للاقتصاد، والتي تشمل حجم الاستثمارات المتاحة، والوفورات الاقتصادية السائدة، وكفاءة استخدام الموارد، والعائد المتوقع من الاستثمار. كما تؤكد أن نجاح السياسات التنموية يرتبط بدرجة التنسيق بين عناصر الإنتاج المختلفة، مثل رأس المال والعمل والتكنولوجيا والقدرات التنظيمية. وتخصص الدراسة جزءاً مهماً لتحليل مؤشرات وطرق قياس الطاقة الاستيعابية، من خلال استخدام عدة معايير اقتصادية، مثل الحسابات القومية، ومعدلات النمو المتحققة من الاستثمار، والعائد الحدي لرأس المال، ودالة الإنتاج. كما توضح أن قياس الطاقة الاستيعابية يمثل أداة مهمة لتقييم قدرة الاقتصاد على استيعاب الاستثمارات الجديدة دون حدوث اختلالات هيكلية أو انخفاض في الكفاءة الاقتصادية. وتخلص الدراسة إلى أن التنمية الاقتصادية ليست عملية تعتمد على زيادة الاستثمارات فقط، وإنما تتطلب تطوير البنية المؤسسية والاجتماعية والإنتاجية للدولة، بما يسمح بتحقيق الاستخدام الأمثل للموارد المتاحة وتعزيز القدرة الاستيعابية للاقتصاد على المدى الطويل.This study examines the concept of absorptive capacity and its relationship with economic development as one of the fundamental concepts in development economics. The study argues that sustainable economic growth depends not only on the volume of investment and capital inflows but also on the economy’s ability to effectively absorb and utilize these resources. Absorptive capacity is therefore considered a critical determinant of development performance and long-term economic progress. The study begins by presenting the conceptual and theoretical foundations of absorptive capacity and distinguishing it from related economic concepts. It explains that absorptive capacity reflects the ability of an economy to transform available resources and investments into productive outputs through efficient institutional, social, and economic mechanisms. The paper further discusses different theoretical perspectives and links the concept to structural characteristics of national economies. The research analyzes the major determinants of absorptive capacity, including investment levels, economic savings, efficiency in resource allocation, and expected rates of return on investment. It emphasizes that the effectiveness of development policies depends on the interaction among production factors such as capital, labor, technology, and organizational capabilities. Economic growth therefore requires not only financial resources but also an institutional environment capable of supporting productive transformation. The study also devotes significant attention to methods used to measure absorptive capacity. Several analytical tools are discussed, including national income accounting techniques, investment-growth relationships, marginal productivity of capital, and production function approaches. These measures are presented as important indicators for evaluating an economy’s ability to accommodate additional investments without creating structural imbalances or reducing economic efficiency.
