Abstract

تتناول هذه المذكرة البحثية الصادرة عن معهد التخطيط القومي دراسة تقييمية شاملة للأبعاد الاقتصادية والزراعية المترتبة على إدخال أصناف القمح المكسيكي القزمي عالي الإنتاجية في الزراعة المصرية كحل جذري لمواجهة مشكلة فجوة الغذاء المتفاقمة. وتوضح الدراسة تعاظم الفجوة بين الإنتاج والاستهلاك المحلي للقمح في مصر نتيجة النمو السكاني المتسارع وتحول نمط الاستهلاك بفعل التحضر، مما أدى إلى عجز هيكلي تضاعفت بسببه الواردات والضغوط على النقد الأجنبي وميزان المدفوعات. ويستعرض البحث النشأة التاريخية لهذه السلالات المستنبطة بالهندسة الوراثية وتجميع الجينات، والنجاحات الدولية الباهرة التي حققتها في تحقيق الاكتفاء الذاتي لدول نامية كالهند وپاكستان، مما دفع وزارة الزراعة المصرية لإدخالها تدريجياً وإجراء التجارب الحقلية والمحلية عليها منذ مطلع الستينيات وحتى إقرار خطة توسعية طموحة لتعميمها على نصف المساحة المقررة للقمح. ويحلل البحث التغييرات العميقة المطلوبة في المعاملات والعمليات الزراعية التقليدية لضمان نجاح السلالات المكسيكية، والتي تتميز بقصر ساقها ومقاومتها للرقاد والتبكير في النضج، مما يوفر الوقت لخدمة المحاصيل الصيفية اللاحقة. وتبرز المذكرة حاجة هذه الأصناف الماسة إلى كثافة وعقلنة ممارسات الري والتسميد الآزوتي والفوسفاتي المكثف لتعظيم غلتها، بالتوازي مع أهمية التوقيت الدقيق للحصاد لتفادي سهولة فرط الحبوب ومقاومة الآفات وأمراض الصدأ والبياض الزغبي. وتثبت النتائج الأولية الميدانية كفاءة المحصول العالية؛ إذ قفزت إنتاجية الفدان المكسيكي بمصر بوضوح محققة معدلات زيادة هائلة رفعت الإنتاج الإجمالي القومي وعززت الدخل المزرعي، فضلاً عن جودتها في إنتاج الدقيق والتصافي، مما يدعم التوصية بالتوسع الرأسي في الزراعة المصرية لتخفيف قيود التمويل الخارجي وتحقيق الاستقلال الغذائي والسياسي للدولة. This academic study, published by the Institute of National Planning, examines the dimensions of the wheat crisis in Egypt and discusses strategic policies to bridge the widening food gap between domestic production and consumption driven by population growth and shifting consumption patterns. It highlights the evaluation of introducing high-yielding semi-dwarf Mexican wheat varieties as a viable solution for vertical agricultural development in light of limited horizontal expansion. The study reviews the global history of Mexican wheat breeding and its pivotal role in achieving self-sufficiency in India, followed by a comprehensive economic and technical evaluation of its trial and field cultivation in Egypt during the early 1970s. Empirical data indicates a substantial surge in yield per feddan, reaching approximately 13.68 ardabs in 1973 compared to 8.55 ardabs for native Egyptian varieties in 1971, reflecting a 60% increase. Furthermore, the paper analyzes the impacts on agricultural operations, highlighting precise irrigation scheduling, seed distribution, and a 107% increase in nitrogen fertilization rates, which consequently raised per-feddan production costs to 46.8 EGP compared to 39.99 EGP for conventional varieties. Despite the increased input costs and the critical need for working capital and credit support through agricultural cooperatives, economic analysis demonstrates a 26.8% reduction in the cost per ardab and a higher return on investment of 1.642 EGP per invested pound due to superior production efficiency. Ultimately, the study concludes that generalized adoption of Mexican wheat would produce significant macroeconomic benefits, including expanding national farm income, alleviating pressures on the balance of payments, and reducing heavy reliance on imports constrained by foreign exchange scarcity and global monopolistic pricing.
