Abstract

This paper addresses the difficulties in evaluating social services compared to other program evaluations. It discusses the challenges associated with assessing these services. The biggest challenge in evaluating social services is dealing with people, whose needs vary widely. Therefore, to understand any social service program, one must know its purpose and how it was intended to serve the target groups.
