dc.description.abstractThis memorandum addresses a comprehensive study of the nature of social services planning and its techniques, considering it a scientific tool that has penetrated daily life and altered patterns of thinking. The memorandum begins by adopting the United Nations experts' definition of social service as an organized activity aiming to help towards a mutual adjustment between individuals and their social environment through a scientific methodology that ensures cooperative, organized action, joint effort, and coordination between governmental and non-governmental activities. These comprehensive programmes encompass family and child services, addressing economic difficulties, care for people with special needs and underprivileged groups, and integrated group and community activities. The author explains that social planning is an integral part of the total national use of all available resources to improve community conditions and achieve its welfare. It includes financial planning that translates services into tangible costs within a time-specific budget to ensure coordination, mobilize resources, and meet existing and expected needs as the shortest path to rapid progress. The research indicates that planning does not formulate in a vacuum, but is rather affected by demographic factors (such as epidemics, birth rates, and dependency ratios), economic factors (such as investment, employment, and national income), social and cultural factors (such as family stability and education), alongside political and administrative factors (such as the philosophy of government and the efficiency of the administrative machinery); emphasizing the close interconnection between the economic and social aspects as two faces of the same coin whose ultimate aim is human welfare. Given the limited resources and extensive needs in developing countries, an urgent need to establish priorities emerges. Here, the author deems it necessary to focus on services that affect the majority of the population and achieve sustainable returns (such as preventative measures against diseases like Bilharzia), providing support to the family as the basic social unit, and engaging citizens in developmental projects to raise their standard of life. This planning requires a continuous and integrated administrative machinery responsible for formulating policies, coordinating efforts among various service ministries, and combatting administrative centralization through decentralization that relies on competent local personnel. The study also emphasizes the centrality of continuous social research and the establishment of specialized documentation and statistical units, alongside activating democratic citizen participation through consultative committees that include experts and representatives from all sectors to support and constructively critique governmental efforts. In conclusion, the memorandum reviews the essential traits of a planner, such as creativity and realism, and highlights the importance of "evaluation" as an independent, objective, and continuous process to modify objectives and overcome obstacles. It concludes by formulating a clear philosophy for social planning based on the principles of economy, the neutrality of service for all citizens without discrimination, and diffusing the spirit of enlightened scientific planning among all workers to drive the vehicle of comprehensive national development. تتناول هذه المذكرة دراسة شاملة لماهية تخطيط الخدمات الاجتماعية وأساليبها باعتبارها أداة علمية تغلغلت في الحياة اليومية وغيرت أنماط التفكير. وتبدأ المذكرة بتبني تعريف الخبراء للأمم المتحدة للخدمة الاجتماعية كنشاط منظم يهدف للمساعدة في التكيف المتبادل بين الأفراد وبيئتهم الاجتماعية عبر منهجية علمية تضمن العمل التعاوني والمنظم والجهد المشترك والتنسيق بين الأنشطة الحكومية والأهلية، حيث تشمل البرامج الشاملة خدمات الطفولة والأسرة، ومواجهة الصعوبات الاقتصادية، ورعاية ذوي الاحتياجات الخاصة والفئات المحرومة، والأنشطة الجماعية والمجتمعية المتكاملة. ويوضح الكاتب أن التخطيط الاجتماعي جزء لا يتجزأ من الاستخدام الوطني الشامل للموارد المتاحة لتحسين ظروف المجتمع وتحقيق رفاهيته، وهو يتضمن تخطيطاً مالياً يترجم الخدمات إلى تكلفة ملموسة بميزانية محددة زمنيًا لضمان التنسيق وحشد الطاقات ومواجهة الاحتياجات القائمة والمستقبلية كأقصر طريق لتحقيق التقدم. ويشير البحث إلى أن التخطيط لا ينشأ في فراغ، بل يتأثر بعوامل ديموغرافية (كالأوبئة والمواليد ونسب الإعالة)، وعوامل اقتصادية (كالاستثمار والعمالة والدخل القومي)، وعوامل ثقافية واجتماعية (كاستقرار الأسرة والتعليم)، بجانب العوامل السياسية والإدارية (كفلسفة نظام الحكم وكفاءة الجهاز الإداري)؛ مؤكداً على الترابط الوثيق بين الجانبين الاقتصادي والاجتماعي كوجهين لعملة واحدة هدفها النهائي رفاهية الإنسان. ونظراً لمحدودية الموارد وضخامة الاحتياجات في الدول النامية، تبرز الحاجة الملحة لتحديد الأولويات، حيث يرى الكاتب ضرورة التركيز على الخدمات التي تخدم غالبية السكان وتحقق عوائد مستدامة (مثل مكافحة الأمراض الوقائية كالبلهارسيا)، وتقديم الدعم للأسرة كأهم وحدة اجتماعية، وإشراك المواطنين في المشروعات التنموية لرفع مستوى معيشتهم. ويتطلب هذا التخطيط جهازاً إدارياً مستمراً ومتكاملاً يتولى رسم السياسات وتنسيق الجهود بين الوزارات الخدمية المختلفة ومكافحة المركزية الإدارية عبر اللامركزية المعتمدة على الكفاءات المحلية. كما تؤكد الدراسة على محورية البحث الاجتماعي المستمر وإنشاء وحدات توثيق وإحصاء متخصصة، بجانب تفعيل المشاركة الديمقراطية للمواطنين عبر لجان استشارية تضم خبراء وممثلين عن كافة القطاعات لمساندة الجهود الحكومية والرقابة عليها. وفي الختام، تستعرض المذكرة الصفات الجوهرية للمخطط كالإبداع والواقعية، وتبرز أهمية "التقييم" كعملية موضوعية مستقلة ومستمرة لتعديل الأهداف وتجاوز المعوقات، لتخلص إلى صياغة فلسفة واضحة للتخطيط الاجتماعي تقوم على مبادئ الاقتصاد، وحيادية الخدمة لجميع المواطنين دون تمييز، ونشر روح التخطيط العلمي المستنير بين كافة العاملين لدفع قاطرة التنمية الوطنية الشاملة.

Institute of National Planning (INP) was established by Law No. 231 of 1960 as a think-tank public institution with an independent legal personality to enhance the theory and practice of planning in Egypt through: research, training and educational activities. Also, INP aims at providing technical support to Ministry of Planning, as well as to all national ministers and institutions, through spreading a culture of planning in Egyptian society.
