Abstract

تتناول هذه المذكرة، العلاقة الجوهرية بين التعليم وتنمية المجتمع في سياق جمهورية مصر العربية. تركز الدراسة على أهمية برامج الدفاع الاجتماعي في معالجة قضايا الانحراف والتشرد بين الشباب، وتقديم الرعاية للمسجونين وأسرهم، وذلك من خلال منظور شامل يدمج الجوانب الاجتماعية والاقتصادية. تستعرض المذكرة تطور الخدمات الريفية في مصر عبر مراحل تاريخية متعددة، بدءًا من عام 1939 وحتى عام 1960، مسلطة الضوء على التحديات التي واجهت الفلاحين وتأثير الامتيازات الأجنبية. كما تؤكد على دور الدولة في تبني سياسات اجتماعية تهدف إلى تحسين مستوى المعيشة في الريف وتوسيع نطاق الخدمات المقدمة للمواطنين. وتشدد الدراسة على أهمية المناهج المتكاملة في التنمية الريفية، والتي تشمل مشاركة الأخصائيين الاجتماعيين، والزائرين الصحيين، وتعاون المجتمع المحلي لتحديد الاحتياجات واستغلال الموارد المتاحة. وتهدف هذه الجهود إلى بناء مجتمع متكامل ومترابط، حيث يتم التركيز على التعليم، ومحو الأمية، وتدريب الأطفال، وتعزيز الصحة العامة، وحل المشكلات الاجتماعية والاقتصادية في القرى.

This note, addresses the fundamental relationship between education and community development within the context of the Arab Republic of Egypt. The study focuses on the importance of social defense programs in tackling issues of delinquency and homelessness among youth, and providing care for prisoners and their families, through a comprehensive perspective that integrates social and economic aspects. The memorandum reviews the evolution of rural services in Egypt across multiple historical stages, from 1939 to 1960, highlighting the challenges faced by farmers and the impact of foreign privileges. It also emphasizes the state's role in adopting social policies aimed at improving living standards in rural areas and expanding the scope of services provided to citizens. The study stresses the importance of integrated approaches to rural development, which include the participation of social specialists, health visitors, and local community cooperation to identify needs and utilize available resources.
