Abstract
This study presents an analytical comparison between the path of balanced growth and alternative paths of economic growth, building on the literature established by Professor Harrod since the late 1930s concerning the relationship between the proportion of income invested, the capital coefficient, and the rate of increase in income. The study divides output into two main types of goods, consumption goods (C) and investment goods (I), and puts forward three mathematical models to illustrate different patterns of economic planning. The first model represents the case of a perfectly free competitive balanced economy, in which the ratio of the increase in investment goods to the increase in consumption goods remains constant; this model is not subject to any conscious planning, since income, consumption, and investment all move at a single, uniform rate. The second model, inspired by the work of Professor Mahalanobis, represents the case of a mixed economy or partial planning, in which a larger proportion of investment is directed toward the production of investment goods (a ratio of 2:3 instead of 1:2), which initially causes income to grow more slowly compared with the first model, but which subsequently overtakes it after a certain period, both in terms of national income and the production of consumption goods. The third model illustrates the case of a fully planned economy, in which the planning authority has complete freedom in allocating resources, such that most investible resources are channeled in the early stages toward building an adequate base of investment goods, and are then later diverted toward the production of consumption goods, which represents the ultimate goal of economic development; the results show that by the ninth period, this model achieves a level of income and consumption far exceeding that achieved by the previous models, despite its relative lag in the early stages. The study concludes that the choice of the optimal ratio for directing investment between the two sectors depends on the time horizon over which consumption is to be maximized, adding a further observation that maximizing social welfare is a more direct method than maximizing consumption goods alone, and that the required rate of saving remains the same regardless of the form of the utility function, so long as welfare is a monotonically increasing function of consumption
تتناول هذه الدراسة مقارنة تحليلية بين مسار النمو المتوازن ومسارات بديلة للنمو الاقتصادي، انطلاقًا من الأدبيات التي أرساها البروفيسور هارود منذ أواخر الثلاثينيات حول العلاقة بين نسبة الدخل المستثمر ومعامل رأس المال ومعدل زيادة الدخل. تقسّم الدراسة الإنتاج إلى نوعين رئيسيين من السلع، هما السلع الاستهلاكية (C) والسلع الرأسمالية (I)، وتطرح ثلاثة نماذج رياضية لتوضيح أنماط مختلفة من التخطيط الاقتصادي. يمثل النموذج الأول حالة الاقتصاد التنافسي الحر تمامًا المتوازن، حيث تبقى نسبة الزيادة في السلع الرأسمالية إلى الزيادة في السلع الاستهلاكية ثابتة، ولا يخضع هذا النموذج لأي تخطيط واعٍ، إذ يتحرك فيه الدخل والاستهلاك والاستثمار بمعدل واحد متجانس. أما النموذج الثاني، المستوحى من أعمال البروفيسور ماهالانوبيس، فيمثل حالة الاقتصاد المختلط أو التخطيط الجزئي، حيث تُوجَّه نسبة أكبر من الاستثمار نحو صناعة السلع الرأسمالية (بنسبة 2:3 بدلًا من 1:2)، مما يؤدي في البداية إلى تباطؤ نمو الدخل مقارنة بالنموذج الأول، لكنه يتفوق عليه لاحقًا بدءًا من فترة معينة، سواء من حيث الدخل القومي أو إنتاج السلع الاستهلاكية. ويوضح النموذج الثالث حالة الاقتصاد المخطط تخطيطًا كاملًا، حيث تتوفر للسلطة المخططة حرية تامة في تخصيص الموارد، بحيث تُوجَّه معظم الموارد الاستثمارية في المراحل الأولى نحو بناء قاعدة كافية من السلع الرأسمالية، ثم تُحوَّل لاحقًا نحو إنتاج السلع الاستهلاكية الذي يمثل الهدف النهائي للتنمية الاقتصادية؛ وتظهر النتائج أن هذا النموذج يحقق، بحلول الفترة التاسعة، مستوى دخل واستهلاك يفوق بكثير ما تحققه النماذج السابقة رغم تأخره النسبي في المراحل الأولى. وتخلص الدراسة إلى أن اختيار النسبة المثلى لتوجيه الاستثمار بين القطاعين يتوقف على الأفق الزمني الذي يراد خلاله تعظيم الاستهلاك، مشيرة إلى ملاحظة إضافية مفادها أن تعظيم الرفاهية الاجتماعية يمثل أسلوبًا أكثر مباشرة من تعظيم السلع الاستهلاكية وحدها، وأن معدل الادخار المطلوب يبقى واحدًا بصرف النظر عن شكل دالة المنفعة، طالما كانت الرفاهية دالة متزايدة رتيبة للاستهلاك.
