تتناول هذه المذكرة الأسس والمنهجيات المتبعة في تخطيط وتقييم المشروعات الزراعية، مع التركيز على خصوصية القطاع الزراعي التي تميزه عن غيره من القطاعات، كونه عملية بيولوجية تتأثر بشدة بالظروف الطبيعية والموسمية. ويوضح الملف أهمية سد الفجوة بين التخطيط المركزي والتنفيذ الميداني، مستعرضاً مراحل دورة حياة المشروع من التعرف عليه وتحديده وصولاً إلى التقييم الفني والاقتصادي والتمويلي، مع تحليل دقيق للمفاهيم المرتبطة بالتكاليف والعوائد المباشرة وغير المباشرة. كما تستعرض المحتوى أساليب حديثة لتقدير القيم الحقيقية للموارد بعيداً عن تقلبات أسعار السوق، ومنها استخدام "الأسعار الظلية" أو المحاسبية التي تعكس التكلفة الاجتماعية الفعلية. ويتطرق البحث إلى معايير المفاضلة بين البدائل الاستثمارية مثل صافي القيمة الحاضرة ومعدل العائد الداخلي، بالإضافة إلى تحليل المخاطر والحساسية للمشروعات، وكيفية التعامل مع المحددات المؤسسية والفنية التي قد تعيق التنمية الزراعية، مدعماً ذلك بنماذج تطبيقية وجداول مالية تساعد في اتخاذ قرارات استثمارية رشيدة. The document highlights the importance of bridging the gap between central planning and field implementation, outlining the project lifecycle from identification and definition to technical, economic, and financial evaluation, with a detailed analysis of concepts related to direct and indirect costs and returns. The content also presents modern methods for estimating the true value of resources, independent of market price fluctuations, including the use of "shadow" or accounting prices that reflect the actual social cost.
