Abstract

This policy paper examines how Egypt’s local government is changing through SDG localization, digital transformation, advanced analytics, and artificial intelligence. It identifies the core problem as limited institutional, functional, and data integration between national initiatives and local administrations, rather than a lack of programs or technologies. This gap constrains the use of data in diagnosis, planning, resource allocation, implementation, and monitoring. The paper argues for improving the existing system, not creating parallel structures, through gradual functional decentralization, linking responsibilities to resources and performance indicators, integrating databases and GIS, and institutionalizing participation. It proposes a phased pathway from diagnosis to evaluation and scaling, and concludes that smart local planning re-engineers decision-making around evidence, spatial analysis, participation, and accountability, enabling more equitable and sustainable spatial development.
