دور التخطيط في إدارة المخاطر بالمؤسسات الصحفية القومية/ The Role of planning in risk management in national press institutes

Abstract

تتجلى أهمية الدراسة في إبراز دور التخطيط في إدارة المخاطر بالمؤسسات الصحفية، حيث تناولنا في هذه الدراسة عناصر التخطيط والمخاطر بالمؤسسات الصحفية القومية، وقد جاءت هذه الدراسة في ثلاثة جوانب: الجانب المنهجي تناولنا فيه مشكلة الدراسة، وكذا التساؤلات والأهمية والأهداف والدراسات السابقة، أما الجانب النظري، فتم تناول فصلين أساسيين: الأول حول المؤسسات الصحفية، والثاني حول التخطيط وإدارة المخاطر، وأخيرًا الجانب التطبيقي تناولنا فيه فصل منهجية الدراسة، من دراسة استطلاعية والمنهج المتبع وكذا عينة البحث، ثم استعرضنا لنتائج الدراسة بالتحليل، وذلك بالتطبيق على «مؤسسة الاهرام ومؤسسة أخبار اليوم ومؤسسة دار التحرير للطبع والنشر»، وخلصنا بنتائج الدراسة، أن التخطيط يمثل عنصرًا محوريًا في تعزيز استقرار المؤسسات الصحفية القومية من خلال قدرته على استشراف المخاطر ووضع إستراتيجيات استباقية للتعامل معها، كما أبرزت النتائج أهمية الخطط المنهجية المبنية على أسس علمية لتصنيف المخاطر وتقييمها، وتحديد أولويات مواجهتها، مع التأكيد على ضرورة المرونة في تلك الخطط لمواكبة التغيرات المتسارعة، وأن مشاركة العاملين والتدريب المستمر يلعبان دورًا مهمًا في رفع كفاءة الاستجابة للمخاطر، إلى جانب أهمية مراجعة الخطط بصفة دورية وتطويرها بما يتماشى مع التقدم التكنولوجي والتحولات في البيئة الصحفية والإعلامية.

The significance of this study lies in highlighting the role of planning in risk management within press institutions. This research examines the components of planning and risk in national press organizations. The study is structured into three main parts: The methodological part addresses the research problem, questions, significance, objectives, and a review of previous studies. The theoretical part consists of two main chapters: the first discusses press institutions, while the second explores planning and risk management. Finally, the applied part includes the research methodology chapter, which covers the exploratory study, the adopted approach, and the research sample. This section also presents and analyzes the study’s findings based on its application to Al-Ahram Institution, Akhbar Al-Youm Institution, and Dar Al-Tahrir for Printing and Publishing. The findings of the study conclude that planning is a pivotal element in enhancing the stability of national press institutions through its capacity to anticipate risks and develop proactive strategies to address them. The results further underscore the importance of systematic, scientifically based planning to classify and assess risks and determine priorities for addressing them. The study emphasizes the need for flexibility in such plans to keep pace with rapid changes, and highlights the crucial role of employee involvement and continuous training in improving risk response efficiency. Moreover, it stresses the importance of regularly reviewing and updating plans in line with technological advancements and transformations within the journalistic and media environment.
