يركز هذا المحور على أهمية تعميق التصنيع المحلي باعتباره أحد الركائز الأساسية لتحقيق التنمية الصناعية المستدامة وتعزيز القدرة التنافسية للاقتصاد المصري. ويُقصد بتعميق التصنيع زيادة الاعتماد على المكونات والمواد الخام والآلات والتقنيات المنتجة محليًا بدلاً من المستوردة، بما يسهم في رفع القيمة المضافة للمنتجات الوطنية، وتقليل الواردات، وتحسين الميزان التجاري، وتعزيز الأمن الصناعي والاقتصادي.

ويؤكد التقرير أن تحقيق هذا الهدف يتطلب معالجة عدد من التحديات الهيكلية التي تواجه القطاع الصناعي، وفي مقدمتها ضعف الصناعات المغذية، والاعتماد الكبير على المدخلات المستوردة، ومحدودية نقل التكنولوجيا، وضعف الإنفاق على البحث والتطوير، إلى جانب الحاجة إلى تطوير البنية التحتية الصناعية، وتحسين مناخ الاستثمار، وتوفير التمويل للمشروعات الصناعية، خاصة المشروعات الصغيرة والمتوسطة.

كما يستعرض التقرير نتائج دراسات حالة لخمسة قطاعات صناعية ذات أولوية هي: صناعة سيارات الركوب، وصناعة ألواح الطاقة الشمسية، وصناعة البلاستيك، وصناعة الأدوية المعتمدة على النباتات الطبية والعطرية، وصناعة زيوت الطعام النباتية. وتوضح هذه الدراسات أبرز المعوقات التي تحد من زيادة المكون المحلي، كما تكشف عن الفرص المتاحة لتوطين التكنولوجيا، وتوسيع سلاسل القيمة المحلية، وتعزيز التكامل بين الصناعات المختلفة.

Deepening Local Industrialization in Egypt highlights the strategic importance of strengthening domestic manufacturing as a fundamental pillar of sustainable industrial and economic development. Deepening industrialization refers to increasing the use of locally produced raw materials, intermediate inputs, machinery, equipment, and manufacturing technologies as substitutes for imported components. This approach enhances domestic value addition, reduces import dependence, improves the trade balance, and strengthens national industrial resilience.

The report emphasizes that achieving this objective requires addressing several structural challenges facing Egypt's industrial sector, including the limited development of supporting industries, heavy reliance on imported production inputs, insufficient technology transfer, weak investment in research and development, and gaps in industrial infrastructure. It also underscores the importance of improving the investment climate, facilitating access to finance—particularly for small and medium-sized enterprises—and establishing policies that encourage innovation and industrial upgrading.

To illustrate these challenges and opportunities, the report presents case studies from five priority industries: passenger vehicle manufacturing, solar panel production, plastics manufacturing, pharmaceutical production based on medicinal and aromatic plants, and vegetable edible oil manufacturing. These case studies identify the major constraints limiting local value addition while highlighting opportunities for technology localization, supply chain development, and stronger integration among domestic industries.
