Abstract
تتناول الدراسة تطور مفهوم التنمية ونقيضها (التخلف) عبر العقود، موضحة أن خبرة الخمسينات والستينات أثبتت قصور اختزال التنمية في مجرد زيادة معدلات نمو الناتج القومي الإجمالي وارتفاع متوسط دخل الفرد، نظراً لتعارض هذا النمو غالباً مع تفاقم التفاوت الطبقي واستمرار الفقر والبطالة. ونتيجة لذلك، تبلور مفهوم موسع للتنمية يضع الإنسان في بؤرة الاهتمام باعتباره غاية التنمية ووسيلتها، ويشمل أبعاداً متعددة كالعدالة التوزيعية، وإشباع الحاجات الأساسية، وحماية البيئة، والمشاركة الديمقراطية، والثورة التكنولوجية. كما تركز الدراسة على مفهوم "التنمية المستقلة أو المعتمدة على الذات" كبديل لواقع التبعية الدولية، بهدف تحرير الإرادة الوطنية، وتعبئة الموارد المحلية، وبناء هيكل إنتاجي متكامل. وفي القسم الثاني، تعرض الدراسة نقداً جذرياً للقياسات التقليدية للتنمية مثل الناتج القومي الإجمالي، مستعرضة محاولات تصحيحه وابتكار مؤشرات مكملة ومركبة (مثل مقاييس توزيع الدخل، ونوعية الحياة، والتنمية البشرية) للتعرف بدقة على مستوى الرفاهة الاجتماعية والتحولات الهيكلية.
The study examines the evolution of development and underdevelopment concepts, demonstrating that the 1950s and 1960s experience proved the inadequacy of reducing development to mere economic growth and rising per capita income, as this often coexisted with severe income inequality, poverty, and unemployment. Consequently, a broader concept of development emerged, placing human beings at the center as both the means and the end of development, encompassing dimensions such as distributive justice, basic needs fulfillment, environmental protection, democratic participation, and technological advancement. The study further emphasizes "independent or self-reliant development" as an alternative to international dependency, aiming to liberate national will, mobilize domestic resources, and build an integrated productive structure. In its second part, the text provides a critical review of traditional development metrics like Gross Domestic Product (GDP), exploring attempts to correct them and introduce complementary and composite indices (such as income distribution measures, physical quality of life, and human development) to accurately assess social welfare and structural transformations.
