(373) التفاوتات المكانية على مستوى المحافظات المصرية - التشخيص والعلاج/ Spatial Disparities in Egyptian Governorates Diagnosis and Treatment

Abstract

يسعى البحث إلى تحليل ورصد التفاوتات المكانية بين المحافظات المصرية وبين الريف والحضر اعتمادًا على بيانات ديمغرافية واقتصادية واجتماعية، بهدف تقييم مستوى العدالة المكانية كجزء من العدالة الاجتماعية. ويركز على الفروق في مستويات المعيشة والدخل والخصائص السكانية والخدمات الأساسية مثل الصحة والتعليم والحماية الاجتماعية، مع بناء مؤشر مركب لقياس هذه التفاوتات وتحديد أسبابها وانعكاسها على التنمية. ويقدم البحث رؤية سياسات متكاملة لمعالجة التفاوتات تشمل تطوير أساليب القياس وتحسين البيانات، وإصلاح الأطر المؤسسية والتمويلية، وتوطين التنمية الإقليمية لتحقيق عدالة مكانية أكبر ودعم المحافظات الأقل نموًا.

The research maps regional disparities across Egyptian governorates and rural–urban areas using available demographic, economic, and social data to assess spatial justice as part of social justice. It examines differences in living standards, income, population characteristics, and access to key services such as health, education, and social protection. A composite index is developed to measure and identify the main drivers of these disparities and their impact on development outcomes. The study proposes a policy framework based on three pillars: improving measurement methods and data coverage, reforming institutional and financial systems, and localizing sustainable regional development to reduce inequalities and support less developed governorates.
