This study examines the potential implications of the European Carbon Border Adjustment Mechanism (CBAM) for the Egyptian economy, focusing on the fertilizer sector, which has the highest export value among the Egyptian sectors covered by the mechanism. The study is set within the context of the Paris Agreement and the European Green Deal, which aim to cut emissions by 55% by 2030 and achieve climate neutrality by 2050, as CBAM moves from its transitional phase, launched in 2023, to its definitive phase in 2026. The study analyzes production structures, carbon emissions and inter-industry linkages, and applies system dynamics modeling to estimate the mechanism's impact on fertilizer exports. The results show that fertilizers account for about 5.5% of Egypt's total exports and that the European Union's share of these exports rose from 28.5% in 2020 to about 45% in 2024, increasing the sector's exposure to CBAM. Implementation is expected to reduce fertilizer exports by about 3.86% and to impose additional costs on firms of up to USD 317 million annually, with potential effects on GDP and tax revenues. These effects can be mitigated by adopting low-emission production technologies and improving energy efficiency. The study recommends establishing an integrated national system for the monitoring, reporting and verification (MRV) of emissions; providing fiscal and tax incentives for energy efficiency; creating a national green finance fund to support carbon capture and low-carbon hydrogen; developing partnerships with the EU for technology transfer; establishing a national carbon credit trading platform; and integrating environmental criteria into national industrial policy to safeguard the competitiveness of Egyptian exports in global markets. ar
