(281) المسئولية المجتمعية للشركات ودورها في تحقيق التنمية المحلية في مصر Corporate Societal Responsibility and its Role in Local Development in Egypt

Abstract

التركيز على جهود المسئولية المجتمعية يجب أن يراعى المجتمع المحلى الذى تعمل تلك الشركات فى إطاره من حيث الارتقاء ببنيته التحتية وتحسين أحوال ومعيشة أفراده من خلال تنظيم تلك الجهود ووضعها فى إطار خطة عمل تقوم بها الشركات، وقد توصلت الدراسة إلى مجموعة من الاستنتاجات وهى: عدم وضوح مفهوم المسئوليةالمجتمعية لدي معظم الشركات بعينة الدراسة، واقتصاره على النواحى المالية من وجهة نظر العاملين بها، أن معظم الشركات التى لها إدارات خاصة بالمسئولية المجتمعية تقتصر مهامها على النواحى الإدارية فقط، ومعظم أنشطة المسئولية المجتمعية تتم من خلال مبادرات وبرامج بالشراكة مع منظمات المجتمع المدني وبعيداً عن الجهات الحكومية، علاوة على أن مشاركة الشركات فى التنمية بالمجتمعات المحيطة يكون غالباً لأغراض سياسية ودعائية ويوجه الدعم مباشرة للأفراد في صورة دعم مالي أو سلعي بصورة غير مدروسة وغير مخطط لها، ولقد ابدي اغلب المبحوثين (المسئولين بالشركات) عدم رغبتهم بالشراكة في التنمية مع الجهات الحكومية معللين ذلك بعدم استعدادهم للتعامل مع الروتين الحكومي والجمود الإداري.

The focus on the societal responsibility efforts should concern to develop the surrounding society in terms of upgrading its infrastructure and upgrading the people living conditions. This study has reached some findings, which are: Most interviewed corporates included in the study sample have unclear conceptual CSR awareness, where CSR is limited to financial aspects only; as well societal responsibility departments that found in some corporates are just limited to administrative functions. Most of societal responsibility activities are carried out through initiatives and programs in partnership with civil society organizations and away from governmental agencies. Other point, the participation of companies in developing their community to somewhat is being for the reason of political and propaganda purposes, in the form of financial or commodity support. There is no societal responsibility plans or strategy in most companies, the financial support is presented in unplanned manner. Most the respondents (corporate officials) expressed their unwillingness to participate in development activities with governmental agencies to avoid governmental routine.
