Abstract
نظم معهد التخطيط القومي مؤتمره الدولي السنوي حول الابتكار والتنمية المستدامة، بهدف إبراز الدور المحوري للابتكار في دعم تحقيق أهداف التنمية المستدامة في مصر ضمن إطار رؤية مصر 2030. وقد جمع المؤتمر نخبة من كبار المسؤولين التنفيذيين والخبراء والأكاديميين من داخل مصر وخارجها لمناقشة آليات تعزيز الابتكار وتوظيفه في صياغة السياسات التنموية. وتركزت أعمال المؤتمر على إبراز مساهمة الابتكار في تحقيق أهداف التنمية المستدامة في مصر، واستعراض التجارب الدولية في إدارة الابتكار وتطبيق التكنولوجيا الناشئة لخدمة التنمية، إلى جانب مناقشة دور الاقتصاد الأخضر والابتكار الاجتماعي والتكنولوجيا المالية في دعم أجندة التنمية المستدامة. كما شملت جلسات المؤتمر محاور رئيسية تناولت العلاقة بين البحث العلمي والابتكار وأبعاد التنمية الدولية، والابتكار الأخضر وأدوات الاقتصاد المستدام، والتكنولوجيا المالية، والابتكار الاجتماعي، ونقل التكنولوجيا والإنتاجية، فضلاً عن استعراض دور التقنيات الناشئة، وعلى رأسها الذكاء الاصطناعي، في دعم السياسات التنموية. وقد خلص المؤتمر إلى مجموعة من التوصيات، من أبرزها: إنشاء منظومة وطنية متكاملة للابتكار ترتبط مباشرة بالتخطيط التنموي وصنع القرار، وتعزيز التعاون بين القطاعين العام والخاص والمؤسسات الأكاديمية والبحثية، وتطوير الأطر التشريعية والحوافز الداعمة لتبني الابتكار الأخضر والتكنولوجيا النظيفة، والاستثمار في البنية التحتية الرقمية ودعم ريادة الأعمال والشركات الناشئة، إضافة إلى الاستفادة من التجارب الدولية وتكييفها بما يتلاءم مع خصوصية السياق المصري والعربي.
The Institute of National Planning organized its annual international conference on Innovation and Sustainable Development with the aim of emphasizing the pivotal role of innovation in supporting the achievement of the Sustainable Development Goals in Egypt, within the framework of Egypt’s Vision 2030. The conference brought together senior policymakers, experts, and academics from national and international institutions to discuss mechanisms for fostering innovation and integrating it into development policies. The sessions focused on highlighting the contribution of innovation to Egypt’s sustainable development goals, showcasing international experiences in managing innovation and applying emerging technologies for development, and examining the role of the green economy, social innovation, and financial technology in advancing sustainability. The discussions also addressed key themes such as the interrelationship between scientific research, innovation, and global development; green innovation and sustainable economic tools; financial technology; social innovation; technology transfer and productivity; in addition to the application of emerging technologies—particularly artificial intelligence—in supporting development policies. The conference concluded with several recommendations, most notably: establishing a national integrated innovation system directly linked to development planning and decision-making; strengthening collaboration among the public and private sectors, universities, and research institutions; enhancing legislative frameworks and incentives to encourage green innovation and clean technologies; investing in digital infrastructure and supporting entrepreneurship and start-ups; and capitalizing on international experiences while adapting them to the specific context of Egypt and the Arab region.
