Abstract
تهدف هذه الدراسة إلى تحليل وتقييم المعايير التخطيطية لتخصيص الموارد المالية بالقطاع الصحي المصري، بهدف تحقيق الإنصاف التوزيعي وتعزيز الكفاءة التخصيصية لدي استخدام الموارد المتاحة، بما يدعم التنمية المستدامة لقطاع الرعاية الصحية.
هدف الدراسة: تقديم نموذج منهجي متعدد الأبعاد لتخصيص الموارد المالية الصحية، يعكس الأولويات الوطنية والاحتياجات الفعلية للسكان، ويرتكز على أسس الإنصاف والكفاءة، بما يتماشى مع رؤية مصر 2030. كما أظهرت أهمية تطوير آليات مرجعية تستند إلى تحليل الاحتياجات الصحية الفعلية، لضمان كفاءة تخصيص الموارد.
منهجية الدراسة: اعتمدت الدراسة على منهجية بحثية تجمع بين التحليل الكمي والكيفي وتحليل المحتوي. شملت المنهجية: (1) مراجعة الدراسات السابقة والتجارب الدولية لمقارنة أسس تخصيص الموارد في مصر بالدول المتقدمة والنظيرة، (2) إجراء مقابلات شخصية ومجموعات عمل بؤرية مع مسؤولي وزارات المالية والتخطيط والصحة، و(3) تحليل البيانات التاريخية للإنفاق الصحي والاستثمار الحكومي خلال السنوات الخمس الأخيرة.
أهم النتائج: توصلت الدراسة إلى (1) تقديم باكورة نموذج منهجي لتخصيص الموارد الصحية الموجة للاستثمارات الصحية في مصر بما يسهم في تحقيق التوازن بين الكفاءة التخصيصية والإنصاف التوزيعي بين المحافظات، ويعزز التنمية المتوازنة وجودة الحياة.، و(2) معادلة الاحتياج الصحي (Health Index) التي تدمج المؤشرات الصحية والاجتماعية لتحديد الاحتياجات الفعلية للسكان.
أهم التوصيات: يوصى باعتماد مؤشر الاحتياج الصحي كمعيار رئيسي لتخصيص الموارد، وتعزيز المشاركة المجتمعية لضمان توافق السياسات مع الاحتياجات الفعلية، بالإضافة إلى تدريب الكوادر على التخطيط الصحي باستخدام الأساليب الكمية الحديثة. كما يجب إنشاء وحدة متخصصة لإدارة النموذج وتطوير نظام معلومات صحي متكامل، مع إجراء تقييم دوري للبنية التحتية الصحية لتوجيه الاستثمارات بكفاءة، وتعزيز الدعم الحكومي لضمان الإنصاف التوزيعي واستدامة توزيع التمويل الصحي.
الخاتمة: تقدم الدراسة إطارًا منهجيًا لتحسين تخصيص الموارد المالية الصحية في مصر، مما يحقق الكفاءة والإنصاف . يساهم النموذج المقترح في معالجة الفجوات الإقليمية من خلال التخطيط التشاركي والأساليب القائمة على البيانات. تؤكد النتائج على أهمية اتخاذ قرارات مبنية على الأدلة واستراتيجيات مرنة لضمان استدامة التمويل الصحي، مما يعزز عدالة توزيع الموارد ويحسن جودة الخدمات الصحية.

This study aims to analyze and evaluate the planning criteria for allocating financial health resources in the Egyptian healthcare sector, with the goal of achieving distributive equity and enhancing allocative efficiency in the use of available resources, in support of the sustainable development of the healthcare sector. Study Objective: The research seeks to propose a multidimensional, systematic model for allocating financial health resources that reflects national priorities and the actual needs of the population. The model is grounded in principles of equity and efficiency, aligning with Egypt’s Vision 2030. The study also highlights the importance of developing reference mechanisms based on the analysis of actual health needs to ensure efficient resource allocation. Research Methodology: The study adopted a comprehensive research methodology combining quantitative, qualitative, and content analysis approaches. The methodology included: (1) a review of previous studies and international experiences to compare resource allocation frameworks in Egypt with those of advanced and peer countries, (2) conducting personal interviews and focus group discussions with officials from the Ministries of Finance, Planning, and Health, and (3) analyzing historical data on health expenditure and government investment over the past five years. Key Findings: The study concluded with: (1) the development of a pioneering systematic model for allocating health resources directed toward health investments in Egypt, which contributes to achieving a balance between allocative efficiency and distributive equity across governorates, promoting balanced development and improving quality of life, and (2) the formulation of a Health Needs Index (Health Index) that integrates health and social indicators to determine the actual needs of the population. Key Recommendations: The study recommends adopting the Health Needs Index as a primary criterion for resource allocation and enhancing community participation to ensure that policies align with actual needs. Additionally, it emphasizes the need to train personnel in health planning using modern quantitative methods. A specialized unit should be established to manage the model, and an integrated health information system should be developed. Periodic assessments of health infrastructure are also necessary to direct investments efficiently. Furthermore, government support should be strengthened to ensure equitable distribution and the sustainability of health financing. Conclusion:This study provides a structured framework for optimizing healthcare financial resource allocation in Egypt, ensuring efficiency and fairness. By integrating data-driven methodologies and participatory planning, the proposed model offers a practical approach to addressing regional disparities in healthcare investment. The findings underscore the necessity of evidence-based decision-making and adaptive strategies to enhance the sustainability of healthcare financing. Implementing these recommendations will contribute to a more equitable distribution of resources, ultimately improving healthcare accessibility and service quality across the country.
