مدخل لبحث وسائل تطوير النظام المالى المصرى/ An Introduction to Research on Means of Developing the Egyptian Financial System

Abstract

هذه الدراسة تعد محاولة لتحديد الوسائل الضرورية والأساسية لتطوير النظام المالي المصري بحيث توفر الأسس المناسبة لتطبيق أساليب التخطيط المالي بشكل علمي في التجربة المصرية. وتلاحظ الدراسة غياب تطبيق أساليب التخطيط المالي المرتبطة بأساليب التخطيط العيني في تاريخ التخطيط المصري. وتشير إلى أن ذلك يرجع إلى عاملين رئيسيين: الأول يتعلق بخصائص النظام التخطيط المصري الحالي وعدم توفر الشروط الموضوعية لتطوير تخطيط شامل علمي. الثاني يتعلق بالنظام المالي المصري الحالي، حيث يركز الباحث على الجانب التنظيمي باعتباره نقطة انطلاق لتطوير النظام المالي.

This study is an attempt to identify the necessary and essential means to develop the Egyptian financial system so as to provide the appropriate foundations for applying financial planning methods in a scientific manner in the Egyptian experience. The study notes the absence of the application of financial planning methods associated with in-kind planning methods in the history of Egyptian planning. The study notes that this is due to two main factors: The first is related to the characteristics of the current Egyptian planning system and the lack of objective conditions for the development of scientific comprehensive planning. The second relates to the current Egyptian financial system, where the researcher focuses on the organizational aspect as a starting point for the development of the financial system.
