حوكمة الإدارة المحلية ودورها فى تحقيق أهداف التنمية المستدامة (دراسة ميدانية) /Local Government Governance And It's Role In Achieving Sustainable Development Goals: Field Study

Abstract

ان تحقيق أهداف التنمية المستدامة يتطلب تطبيق مبادئ حوكمة الإدارة المحلية وتفعيل دور المواطنين وضمان مشاركة أكثر فعالية خاصة المهمشين من الفقراء أو النساء، ونظرا للدور الهام الذي يمكن أن تقوم به مؤسسات المجتمع المدني والقطاع الخاص (شركاء التنمية) على المستوى المحلي، فأنه من الأهمية تفعيل دورهم وتطبيق مبادئ حوكمة الإدارة المحلية من حيث المساءلة والتحول الى اللامركزية والشفافية ووضع الرؤية الاستراتيجية وسرعة الاستجابة والكفاءة والفعالية والعدالة والمساواة وسيادة القانون لتحقيق أهداف التنمية المستدامة (الاقتصادية والاجتماعية والبيئية). أهداف الدراسة: 1- دراسة واقع الإدارة المحلية في مصر وآلياتها وكيفية قيامها بمهامها. 2- دراسة مفهوم الحوكمة وأهم مبادئها وآلياتها. 3- استكشاف أثر تطبيق مبادئ الحوكمة على الإدارة المحلية. 4- استكشاف أثر تطبيق حوكمة الإدارة المحلية على تحقيق أهداف التنمية المستدامة. 5- تحديد المعوقات التي تقف حائلاً أمام تطبيق الحوكمة الرشيدة في الإدارة المحلية في مصر. أهم النتائج والتوصيات: 1- سرعة الانتهاء من إصدار قانون الإدارة المحلية الجديد. 2- سرعة التوجه نحو تطبيق مبادئ الحوكمة في الإدارة المحلية لتحقيق التنمية المستدامة. 3- تحويل مركز التنمية المحلية بسقارة إلى أكاديمية متخصصة مثل المعهد الكندي للحوكمة. 4- تفعيل نصوص الدستور المصري الصادر سنة 2014 المادة (27) الخاصة بالحوكمة وارتباطها بالتنمية المستدامة والعدالة الاجتماعية، على أن يلتزم بتطبيقاتها النظام الاقتصادي بغية تحقيق أهداف التنمية الاقتصادية والاجتماعية والثقافية، والمادة (176) الخاصة بتطبيق اللامركزية، والمادة (68) الخاصة بشفافية المعلومات. 5- توفير متطلبات التنمية، وبرامج مكافحة أسباب الفقر، واعتماد سياسات نقدية ومالية واقتصادية تكفل تحقيق معدلات نمو قابلة للاستمرار.Achieving sustainable development goals, local governance, local governance, and activating local government institutions, and partner participation at the local level, their role in the principles of local governance in terms of accountability and transformation to decentralization, transparency, strategic image strategy, speed of response, work efficiency, wear, equality and sovereignty to achieve sustainable development goals (economic and environmental). Objectives of the study: 1- Getting to know the reality of the local administration in Egypt, its mechanisms, and how it performs its tasks. 2- Getting to know the concept of governance and its most important principles and mechanisms. 3- Exploring the impact of applying the principles of governance on the local administration. 4- Exploring the impact of applying local administration governance on achieving sustainable development goals. 5- Determining the obstacles that stand in the way of implementing good governance in the local administration in Egypt. The most important findings and recommendations: 1- The speedy completion of the issuance of the new local administration law. 2- The speed of moving towards applying the principles of governance in local administration to achieve sustainable development. 3- Transforming the Local Development Center in Saqqara into a specialized academy such as the Canadian Institute of Governance. 4- Activating the provisions of the Egyptian Constitution issued in 2014 Article (27) related to governance and its connection to sustainable development and social justice, provided that its applications adhere to the economic system in order to achieve the goals of economic, social and cultural development, Article (176) on the application of decentralization, and Article (68) on information transparency. 5- Providing development requirements, programs to combat the causes of poverty, and adopting monetary, financial and economic policies to ensure sustainable growth rates.
