Developing any scientific plan for economic development requires that the plan be based on estimates of national income and its distribution among consumption, investment and public expenditures, and then developing lists and budgets for public and private spending, investment and foreign exchange, as well as determining the volume of foreign transactions and estimating the trade balance and the targeted balance of payments.
