Abstract

تتناول الدراسة كيفية انشاء مجلس المعونة الاقتصادية المتبادلة CMEA فى عام 1949 كتجربة جديدة للتعاون الاقتصادي الإقليمي بين الدول الأعضاء، بهدف تحسين التخصص وتقسيم العمل الدولي. وتبرز أهمية هذه التجربة في تقديم بدائل للنظام التقليدي لتقسيم العمل الدولي الذي يمثل عقبة أمام تطور الدول النامية حيث تهدف تلك التجربة الاقتصادية إلى تعزيز أشكال وأنماط توزيع الموارد الإنتاجية بين مختلف الأنشطة الاقتصادية للدول الأعضاء، وإحداث تغييرات جوهرية في هياكل الإنتاج، العمالة، وتدفقات التجارة الخارجية. وتقدم الدراسة إطارًا علميًا للتعاون الاقتصادي الإقليمي، مع التركيز على إيجاد حلول مبتكرة لمشاكل التخصص والتكامل بين الدول الأعضاء.

The study examines how the Council for Mutual Economic Assistance (CMEA) was established in 1949 as a new experiment in regional economic cooperation among member states, with the aim of improving specialization and the international division of labor. The importance of this experiment in providing alternatives to the traditional system of international division of labor – is clear - which represents an obstacle to the development of developing states, as this economic experiment aims to enhance the forms and patterns of distribution of productive resources among the various economic activities of member states, and to bring about fundamental changes in production structures, workforce, and foreign trade flows. The study provides a scientific framework for regional economic cooperation, with a focus on finding innovative solutions for the problems of specialization and integration among member states.
