Educational Statistics & The Educational Plan in the U.A.R/الإحصاء التربوي والخطة التعليمية في الجمهورية العربية المتحدة

Abstract

Arab society is rapidly evolving, necessitating the development of educational institutions by redefining the objectives, curricula, and methods of education. Education is recognized as a fundamental right of every individual, and it must be realistic, aligned with national needs, and connected to practical life. The United Arab Republic is witnessing a continuous increase in the number of students across various stages of education, highlighting the need for effective educational planning. This planning embodies the responsibility of shaping a new generation of confident, forward-looking citizens capable of navigating life without hesitation. The educational plan is designed in alignment with the Republic's democratic, socialist, and cooperative principles, learning from past experiences to avoid mistakes and setting clear objectives for schools, institutes, and universities to meet social needs. The plan includes an analysis of the distribution and expansion of educational services across the governorates, focusing on required expenses, construction, and equipment resources. It ensures balance in economic and social planning. A critical and analytical review of educational statistics and foundations underpins the plan for the next five years (1960-1965), aiming to establish a robust and well-grounded educational system.

يواجه المجتمع العربي تطورًا سريعًا يتطلب تطوير المؤسسات التعليمية من خلال إعادة تحديد أهداف التعليم، مناهجه، ووسائله، مع مراعاة أن التعليم هو حق أساسي لكل فرد، وأن يكون واقعيًا ومترابطًا مع احتياجات الأمة والحياة العملية. تشهد الجمهورية العربية المتحدة زيادة مستمرة في أعداد الطلاب في مختلف المراحل الدراسية، مما يستدعي التخطيط السليم في المجال التعليمي. اعتمد هذا التخطيط على مسؤوليتنا في بناء جيل جديد واثق من نفسه، مؤمن بمستقبله، وقادر على مواجهة الحياة دون خوف. وقد صُممت الخطة التعليمية استنادًا إلى المبادئ الديمقراطية والاشتراكية والتعاونية للجمهورية، مع دراسة تطورات التعليم السابقة لتجنب الأخطاء، وتحديد أهداف واضحة للمدارس والمعاهد والجامعات لتلبية الاحتياجات الاجتماعية شملت الخطة تحليلًا لتوزيع الخدمات التعليمية وتحديد التوسعات المطلوبة، مع التركيز على النفقات اللازمة لتحقيقها، وضمان توافر الموارد بشكل يتماشى مع التخطيط الاقتصادي والاجتماعي للجمهورية. كما توفر الخطة تحليلًا نقديًا للإحصاءات التعليمية والأسس التي تستند إليها خلال السنوات الخمس القادمة (1960-1965)، مما يضمن بناء نظام تعليمي على أسس راسخة.
