متطلبات تطوير منظومة الحسابات القومية في مصر / Requirements for Enhancing System of National Accounts in Egypt

Abstract

تناولت هذه الدراسة تطور أنظمة الحسابات القومية التي طورتها الأمم المتحدة حتى عام 2008، وخصائص الحسابات القومية في مصر. وتبين نتائج التقييم أن مصر ملتزمة بالمعايير الدولية في إعداد الحسابات القومية من حيث التعريفات وأساليب الإعداد. إلا أن الحسابات القومية تعاني من بعض المشاكل التي تؤثر على جودتها. وتكمن المشكلة الرئيسية في مدخلات الإحصاءات من حيث نطاق التغطية ومؤشرات الأسعار وعدم كفاية بعض الإحصاءات. وتتعلق المشكلة الأخرى بتدفق البيانات بالتفصيل وفي الوقت المناسب بين وحدات الإحصاء والوحدات المسؤولة عن إعداد الحسابات القومية. وتسلط الدراسة الضوء على ضرورة تنفيذ التخطيط الاستراتيجي، والاستفادة من الأطر المتاحة التي اقترحتها شعبة الإحصاء بالأمم المتحدة، سواء لتقييم الحسابات القومية أو لتصميم استراتيجية لإصلاحها بشكل شامل.

This study reviewed the evolution of systems of national accounts (SNA) developed by UN leading to SNA 2008, and the characteristics of national accounts in Egypt. Results of the assessment show that Egypt is committed to international standards in compiling national accounts in terms of definitions and compiling methods. However national accounts suffer from some problems that affect its quality. The main problem lies in inputs of statistics, in terms of the scope of coverage, price indices and inadequacy of some statistics. The other problem relates to the flow of data in details and in timely manner between statistics units and units responsible for compiling national accounts. The study highlights the necessity of implementing strategic planning, and making use of available frameworks proposed by UN Statistics Division, both for the assessment of national accounts and for the design of a strategy of its reform in a comprehensive fashion.
