Abstract

تناولت الدراسة موضوع المعونة الفنية والمعونة المالية وأثرها في تطوير الدول المتخلفة. تناول الفصل الأول تعريف المصطلحات المتعلقة بالمعونة، وبيان الفرق بين المعونة والتعاون، مع عرض للأهداف قصيرة وطويلة المدى للمعونة. ثم تم تناول المعونة الفنية، مع استعراض طرقها ووسائلها، كما تم تحليل جهاز المعونة الفنية من حيث الإنتاجية وآليات تطبيقها في الدول المستفيدة. الفصل الرابع تناول الظروف المحيطة بالمعونة الفنية مثل الصعوبات المالية والإدارية التي تواجه الدول المقدمة والمستفيدة. تم التركيز على التحديات المتعلقة بالمنظمات والحكومات المعنية بتنظيم المعونة، مما يساهم في إظهار دور المعونة في التنمية الدولية. في النهاية، اختتمت الدراسة بتسليط الضوء على العوامل المعيقة والمحفزة لتطوير هذه الأنظمة.

The study focused on the concept of technical and financial assistance and their impact on developing countries. Chapter one introduced the key terms related to assistance, clarified the difference between aid and cooperation, and discussed both short-term and long-term goals of aid. It also addressed technical assistance, exploring its methods, tools, and its productive capacity in recipient countries. Chapter four analyzed the surrounding conditions of technical aid, including the financial and administrative challenges faced by both the donor and recipient countries. The study highlighted the role of organizations and governments in managing aid and the challenges in this regard. The conclusion emphasized the factors that hinder or promote the development of aid systems.
