dc.description.abstractThis paper examines the question of whether there are effective principles of planning that can be valid in any country engaged in national economic planning, regardless of significant differences in socio-political contexts and levels of economic development. The author answers affirmatively, suggesting that some of these principles should be articulated despite their general nature, as they are often neglected or violated in the planning practices of many countries. In the second part of the paper, the applicability of socialist planning to underdeveloped countries will be briefly discussed.
dc.description.abstractيتناول هذا البحث مسألة وجود مبادئ فعالة للتخطيط يمكن أن تكون صالحة في أي دولة تقوم بالتخطيط الاقتصادي الوطني، بغض النظر عن الاختلافات الكبيرة في السياقات الاجتماعية والسياسية ومستوى التنمية الاقتصادية. يجيب الكاتب بالإيجاب على هذا السؤال، مشيرًا إلى أن بعض هذه المبادئ يجب توضيحها على الرغم من طابعها العام، حيث يتم تجاهل أو انتهاك هذه القواعد في ممارسات التخطيط في العديد من الدول. في الجزء الثاني من الورقة، سيتم استعراض مدى قابلية تطبيق التخطيط الاشتراكي على الدول النامية.
