Abstract

I venture to make sono comments today not because of any claim to superior knowledge of the subject engaging your attention but because of realization of its great importance for our own planning efforts in India. The crucial significance of manpower planning has been brought home to us by our practical experience and we have come to put the greatest importance to a scientific understanding of the issues involved. Unfortunately, I have not sufficient acquantance with the work that has been done in the Mediterranean Regional Project. The reports which have been made available are of a somewhat broader character and do not offer scope for detailed comments. Nevertheless, there are certain rather important points on which there appears to be general agreement. This is heartening and cuts short a lot of discussion which appeared to be very important some three or four years ago.
