Abstract

Various methods are used in economic planning, differing according to the economies and the objectives and means of implementation of the plans. Among these methods is the primary method or the trial-and-error approach, which involves numerically determining production goals for various goods such as electricity, iron, and grains, as well as the rate of consumption increase. These numerical goals are then arranged in different physical balances and adjusted to achieve consistency. This method relies on technical coefficients and the needs for capital and raw materials, including labor output coefficients, capital output coefficients, and raw material coefficients. Additionally, it calculates the ratio of capital to value added across production branches, distributing investments among sectors arbitrarily. However, this balancing often results in unbalanced outcomes.
