Abstract

تواجه الدولة تحديات كبيرة في تحمل التزامات تشغيل الخريجين الجدد كل عام، مما يتطلب ضغط المصروفات الخاصة بالأجور إلى أقصى حد. يتضمن ذلك إعادة هيكلة الوظائف وتقليل العلاوات والبدلات. في الوقت نفسه، يجب إجراء إصلاحات جذرية في سياسة التعليم والقبول في الجامعات، مع توجيه العمالة لصالح الفنيين. يجب تقليل المخصصات للاتفاقات الجارية خاصة في القطاع الحكومي، مع ضرورة الربط بين الأجر والإنتاج. كما يُوصى بتقليل الاعتمادات المخصصة للخدمات وزيادة كفاءة الإنفاق. يتطلب الوضع الحالي النظر في رفع أسعار السلع الاستهلاكية لتوفير العملة الأجنبية، رغم المخاطر الاقتصادية المرتبطة بذلك. لذا، يُفضل التركيز على التوفير في بنود المصروفات بدلاً من التوسع في الإيرادات غير العادية.

The state faces significant challenges in meeting the obligations of employing new graduates each year, necessitating a maximum reduction in wage expenditures. This includes restructuring jobs and cutting allowances. Simultaneously, fundamental reforms in education and university admission policies are essential, with a focus on directing labor towards technical professionals. Allocations for ongoing agreements, especially in the public sector, should be reduced, emphasizing the link between wages and productivity. It is also recommended to decrease allocations for services and improve spending efficiency. Given the current situation, raising consumer goods prices to generate foreign currency is necessary, despite its associated economic risks. Therefore, prioritizing savings in expenditure items is preferable over expanding non-ordinary revenues
