الدور التمويلى والرقابى للجهاز المصرفى، مع الإشارة الخاصة إلى ج.ع.م/The Financing and Supervisory Role of the Egyptian Banking System, with Special Reference to the A.R.E

Abstract

يتحدد الدور التمويلي والرقابي للجهاز المصرفي في أي بلد بثلاثة عوامل رئيسية: طبيعة النظام الاقتصادي، أسلوب تشغيل النظام الاقتصادي، ومرحلة النمو الاقتصادي التي يمر بها البلد. يعتبر الجهاز المصرفي "تنظيم تابع" للأجهزة الإنتاجية والتبادلية في الاقتصاد الوطني، حيث ينتج خدمات ضرورية لتسيير العمليات الإنتاجية في القطاعات الأخرى. وبالتالي، فإن الطلب على الخدمات المصرفية هو طلب مشتق. يمكن تصور وجود نموذج أمثل للدور التمويلي والرقابي للجهاز المصرفي يتماشى مع طبيعة النظام الاقتصادي، أسلوب تشغيله، ومرحلة نموه الاقتصادي. وهذا النموذج الأمثل سيتغير إذا تغير أحد هذه العوامل المحددة.

The financial and supervisory role of the banking system in any country is determined by three main factors: the nature of the economic system, the mode of operation of the economic system, and the stage of economic growth the country is going through. The banking system is considered a "subordinate organization" to the productive and exchange agencies in the national economy, as it produces essential services for the management of production processes in other sectors. Consequently, the demand for banking services is a derived demand. It is possible to envisage an optimal model for the financial and supervisory role of the banking system that is consistent with the nature of the economic system, its mode of operation, and its stage of economic growth. This optimal model will change if one of these determining factors changes.
