Abstract

التخطيط الإقليمي هو عملية تحديد الأهداف والسياسات والبرامج والمشاريع التنموية على المستوى الإقليمي. تنبع مبررات الأخذ بهذا الأسلوب من الحاجة إلى التنمية المتوازنة بين الأقاليم، وتحقيق التكامل بين الخطط الإقليمية والخطة القومية. في الدول المتقدمة، يأتي التخطيط الإقليمي لمواجهة التفاوتات الإقليمية وتحقيق التوازن، بينما في الدول النامية يهدف إلى تنمية الأقاليم المتخلفة واستغلال الموارد المتاحة. يتطلب رسم وتنفيذ الخطط الإقليمية توفر بيانات إحصائية دقيقة، وتحديد الأولويات والأهداف التنموية، وتخصيص الموارد المالية والبشرية اللازمة. كما يتطلب متابعة التنفيذ وتقييم المشروعات باستخدام أساليب تحليلية متنوعة. نجاح التخطيط الإقليمي يعتمد على التكامل بين الخطط الإقليمية والقومية، وإشراك المجتمع المحلي في عملية التخطيط والتنفيذ، بالإضافة إلى التنسيق بين الجهات المعنية على المستويين المركزي والمحلي.

Regional planning is the process of setting objectives, policies, programs, and development projects at the regional level. The rationale for adopting this approach stems from the need for balanced development among regions and the integration of regional plans with the national plan. In developed countries, regional planning aims to address regional disparities and achieve balance, while in developing countries, it aims to develop lagging regions and utilize available resources. Designing and implementing regional plans require accurate statistical data, setting development priorities and objectives, and allocating the necessary financial and human resources. It also requires monitoring the implementation and evaluating projects using various analytical techniques. The success of regional planning depends on the integration of regional and national plans, the involvement of the local community in the planning and implementation process, and the coordination between central and local stakeholders.
