Abstract

يتناول تقرير الحلقة الثانية من لقاء الخبراء لعام 2024/2025 موضوع "إطار اللامركزية ونظم المعلومات المكانية في مستقبل الإدارة المحلية في مصر". وأهمية تعزيز اللامركزية لدعم التنمية المستدامة وتحقيق العدالة المكانية من خلال تمكين السلطات المحلية واستخدام نظم المعلومات المكانية لتحسين اتخاذ القرارات. كما يستعرض التقرير التحديات التي تعيق تطبيق اللامركزية، مثل ضعف الإرادة السياسية، والتحديات المالية والمؤسسية، وعدم ملاءمة التقسيمات الإدارية الحالية. ويقترح السياسات والإجراءات لتعزيز التحول نحو اللامركزية، بما في ذلك تطوير البنية التحتية المعلوماتية، وتحسين التشريعات، تعزيز الكوادر البشرية، وإشراك المجتمع المدني في صنع القرار المحلي.

The report of the second seminar of the '' Experts Meeting'' for the year 2024/2025 addresses the topic "The framework of decentralization and spatial information systems in the future of local administration in Egypt.". The importance of promoting decentralization to support sustainable development and achieve spatial justice by empowering local authorities and using spatial information systems to improve decision-making. The report also reviews the challenges that hinder the implementation of decentralization, such as weak political will, financial and institutional challenges, and the inappropriateness of current administrative divisions. It proposes policies and procedures to enhance the transition towards decentralization, including developing information infrastructure, improving legislation, strengthening human resources, and involving civil society in local decision-making.
