Abstract

The study addresses the system of national economic planning, focusing on the development of the state’s development plan. It highlights the systems and indicators used to set objectives and policies, emphasizing the regulatory and normative frameworks supporting this process. The study discusses forms of labor inputs, standards for material resource utilization, and their application in construction and production. It reviews the classification of norms, methods for their establishment, and the organization of related activities. The appendix includes an inventory of significant indicators essential for drafting the national development plan. / / تتناول الدراسة نظام التخطيط الاقتصادي الوطني مع التركيز على تطوير الخطة التنموية للدولة. تُسلط الضوء على الأنظمة والمؤشرات المستخدمة لتحديد الأهداف والسياسات، مع التأكيد على الأطر التنظيمية والمعيارية التي تدعم هذه العملية. يتم مناقشة أشكال ومدخلات العمل وتحديد معايير استهلاك الموارد المادية واستخدامها في البناء والتصنيع. كما تستعرض الدراسة تصنيف المعايير وآليات وضعها وتنظيم العمل المتعلق بها. يتضمن الملحق قائمة بأهم المؤشرات اللازمة لإعداد مسودة خطة التنمية الوطنية.

The national economic system comprises three key elements: national economic plans, state development indicators, and the normative basis for planning.
