It addresses the debate regarding the absence of consumer and producer goods markets in socialist systems and its effect on economic calculation and resource allocation. While recognizing the success of Soviet five-year plans, the study highlights ongoing discussions about individual incentives, decentralization, and the need for markets for certain goods to boost production and reduce stockpiles.
