تُظهر الدراسة تحديات الحصول على مصدر رئيسي شامل لمعلومات حول احتياجات أصحاب العمل والخبرات المطلوبة في الجمهورية العربية المتحدة. تبين أن ديوان الموظفين، رغم كونه الهيئة المسؤولة عن العمالة الحكومية، لا يغطي جميع الجهات الحكومية، إذ تتولى بعض الوزارات والمؤسسات المستحدثة إدارة شؤون موظفيها. اعتمدت اللجنة المسؤولة عن الدراسة على تقارير ديوان الموظفين السنوية كمصدر رئيسي، نظرًا لأنه يمثل بيانات عن شؤون العاملين في عدة وزارات وجهات حكومية ضمن اختصاصه، مما يعكس رؤى مجموعة واسعة من الجهات الحكومية. The study highlights the challenges in identifying a comprehensive source for information regarding employers' needs and required expertise in the United Arab Republic. It reveals that the Civil Service Bureau, while being the main governmental employment authority, does not encompass all governmental bodies. Some newly established ministries and institutions manage their own employees independently.
