Abstract

New Trends in Polytechnical Education with Special Reference to Planning of Manpower Demand in the Lon Run (experience of G.D.R)

This study examines the principles of manpower and educational planning, based on two main principles: the first emphasizes providing full opportunities for the development of individual talents and capabilities by removing barriers. The second highlights the importance of manpower as a key productive factor, necessitating its training to align with technological advancements and the national economic structure. The study underscores the humanitarian aspect of socialist planning through the first principle, while the second addresses practical needs for the educational system. It emphasizes the need for integrating education with national planning, arguing that effective educational and training systems are unachievable without a clear vision of the country's future social, technical, and economic developments

/ /تتناول الدراسة مبادئ تخطيط القوى العاملة والتعليم، حيث تستند إلى مبدأين رئيسيين: الأول يؤكد على ضرورة إتاحة الفرصة الكاملة لتطوير مواهب وقدرات الأفراد وإزالة العوائق التي تعيق هذا التطور. وتركز على أهمية القوى العاملة كعامل إنتاجي أساسي، مما يستوجب تدريبها بما يتماشى مع التقدم التقني والهيكل الاقتصادي الوطني. وتبرز الدراسة الجانب الإنساني للتخطيط الاشتراكي من خلال المبدأ الأول، بينما يحدد المبدأ الثاني الاحتياجات العملية للنظام التعليمي. تؤكد الدراسة على ضرورة ربط النظام التعليمي بالتخطيط الوطني ككل، مشيرةً إلى صعوبة إعداد نظام تعليمي وتدريبي فعال دون وجود تخطيط وطني واضح يعكس التطورات الاجتماعية والاقتصادية والتقنية المستقبلية
