Abstract

The study focuses on the criteria for economic development in underdeveloped economies. The first work by Buchanan (1946) addresses the economic aspects of industrialization, foreign borrowing, and domestic investment. Buchanan suggests that, in the absence of special conditions, it is wise to prioritize projects with high annual product value in relation to the investment required. Chenery's paper (1953) aims to bridge the gap between theoretical investment criteria and practical application, proposing a workable approach for selecting investment projects in underdeveloped areas. These studies explore the relationship between investments, economic growth, and the challenges faced by underdeveloped economies, highlighting the importance of prioritizing high-return projects to optimize limited investment resources.
