الإصلاح الإدارى وأهميته فى تحقيق التنمية المستدامة فى مصر الأكاديمية الوطنية للتدريب نموذجا

Abstract

هدفت الدراسة إلى تعزيز دور الإصلاح الإداري لتحقيق سياسات وأهداف التنمية المستدامة في مصر، واستخدمت الباحثة المنهج الوصفي التحليلي، حيث تم توزيع عدد 320 استبانة وتم استرداد عدد 285 استبانة صالحة للتحليل الإحصائي، بنسبة استجابة 83% حيث تم تحليلها باستخدام البرنامج الإحصائي (SPSS-Version 26)، وتوصلت أهم نتائج الدراسة إلى أن تعزيز دور الأكاديمية الوطنية للتدريب يساهم في تحقيق سياسات وأهداف التنمية المستدامة، وذلك من خلال دور الأكاديمية في تحليـــــــل وتقييم واقع الإصلاح الإداري بالجــــــهــاز الإداري في مصر، وأثر ذلك على سياســــــــــــــــات وأهداف التنمية المســــــتدامة، لأن الاستثمار في الموارد البشرية يســــــاهم في تحقيق متطلبات التنمية البشرية للكوادر الشبابية بكافة قطاعات الدولة والارتقاء بقدراتهم ومهاراتهم، ويؤثر ذلك إيجابيًا في تجميع طاقات الشباب في عمل وطني يفيد الدولة ويبني نهضتها ويساهم في نشر الوعي الثقافي والاجتماعي والديني والسياسي بين قطاعات الشباب، لأن الإصلاح الإداري لا يتحقق إلا من خلال إعداد خطة تطوير وتدريب وفقًا للتطورات والمواصفات العالمية، مما يفتح الأبواب للمنافسة العالمية والدخول في التكتلات الاقتصادية العالمية.

The study aimed to enhance the role of administrative reform to achieve sustainable development policies and goals in Egypt. The researcher used the analytical descriptive approach, where 320 questionnaires were distributed and 285 valid questionnaires were retrieved for statistical analysis, with a response rate of 83%, as they were analyzed using the statistical program (SPSS-v 26) and the most important results of the study concluded that strengthening the role of the National Academy for Training contributes to achieving the policies and goals of sustainable development, through the role of the Academy in analyzing and evaluating the reality of administrative reform in the administrative apparatus in Egypt, And this affected the policies and goals of sustainable development, because investing in human resources contributes to achieving the requirements of human development for youth cadres in all sectors of the country and improving their capabilities and skills, and this positively affects the gathering of youth energies in national work that benefits the country and builds its renaissance and contributes to spreading cultural, social, religious and political awareness Among the youth sectors, because administrative reform can only be achieved through the preparation of a development and training plan in accordance with international developments and specifications, which opens the doors to global competition and entry into global economic blocs. The study reached a set of results, the most important of which is "Administrative reform is a prerequisite for development and one of its most important arms is the human element".
