Abstract

مرت عملية إدارة الجودة بالمؤسسات العامة والخاصة بالكثير من التحول والتغير لتصبح ركيزة التطوير والتميز المؤسسي. فلم تعد المؤسسات تتساءل حول أهمية الجودة وإنما باتت تقيم كيف يتم إدارة المؤسسة لتحقيق التميز والريادة. وتعتبر دولة الإمارات من الدول العربية الرائدة في مجال التميز المؤسسي حيث طرحت عدد من البرامج التي تؤسس ثقافة التميز في العمل الحكومي، وقد نقلت التجربة المصرية عملية تقييم التميز بطرح جائزة مصر للتميز الحكومي. وفي هذا السياق وبالنظر لتفرد مركز المعلومات ودعم اتخاذ القرار كأحد أكثر المؤسسات الحكومية تطورًا ومواكبة لمستجدات التكنولوجيا في العالم، وقد مر ملف إدارة الجودة بالمركز بمراحل بدءاً من عملية تدقيق المخرجات، ثم مهام توثيق ومراجعة العمليات ليحصل المركز بموجبها على شهادة الأيزو لعدد من السنوات. ثم في العام الأخير حصل المركز على شهادة التميز الأوروبي التي توثق خلاصة تجربة المركز في السعي نحو تحقيق التميز المؤسسي. وقد قيمت الدراسة الحالية أوجه القوة والضعف في منظومة الجودة الشاملة والتميز المؤسسي بمركز المعلومات ودعم اتخاذ القرار عبر المقابلات استمارة استبيان ومقابلات شخصية مع عينة ممثلة من الإدارة الوسطى والعليا للمركز.

The quality management process in public and private institutions has gone through a lot of transformation and change to become a pillar of development and institutional excellence. Institutions no longer question the importance of quality, but rather evaluate how the organization is managed to achieve excellence. The United Arab Emirates (UAE) is one of the leading Arab countries in the field of institutional excellence, as it has launched a number of programs that establish a culture of excellence in government work. The Egyptian experience has transmitted the process of evaluating excellence by offering the Egypt Award for Government Excellence. In this context, and in view of the uniqueness of the Information and Decision Support Center (IDSC) as one of the most advanced government institutions and keeping pace with the latest developments in technology in the world, the quality management file was once again in a number of stages, starting with the process of auditing the outputs, and then adding to it the tasks of documenting and reviewing the operations so that the center obtains the ISO certificate for a number of years. Then, in the last year, the Center obtained the European Certificate of Excellence, which documents the summary of the Center's experience in the pursuit of institutional excellence. The current study assessed the strengths and weaknesses of the total quality system and institutional excellence in the IDSC through questionnaire and personal interviews with a representative sample of middle and senior management.
