dc.description.abstractقدمت الدراسة من خلال فصولها الخمسة عرض لمشكلة المركزية الإدارية التي يطبقها الجهاز المركزي للتنظيم والإدارة مما ساعدت في ازدياد حدة الفوارق الاقتصادية والاجتماعية والمكانية وحيث أن تلك المديريات التنظيم والإدارة هي المنوط بها تطبيق سياسة الإصلاح الإداري ميدانيا بجميع المحافظات، فكيف لها أن تقوم بهذا الدور بدون أي صلاحيات ومسئوليات مما أوجد الخلافات وكثرة الصراعات التنظيمية الإدارية والوظيفية وذلك نتيجة لعدم التبعية الإدارية وسعي العاملين بالجهاز المركزي للتنظيم والإدارة في الحفاظ علي مصالحهم في عدم المشاركة ومساواة العاملين بمديريات التنظيم والإدارة ماليا معهم وفي مساراتهم الوظيفية وشفافية الترقيات مما يهدر مبدأ تكافؤ الفرص.en_US
dc.description.abstractThe study presented through its five chapters an introduction to the problem of administrative centralization implemented by the Central Agency for Organization and Administration , which has helped to exacerbate the economic, social and spatial disparities and since these directorates of Organization and Administration are responsible for implementing the policy of administrative reform in the field in all governorates, how can they assume this role without any powers and responsibilities Which created differences and the number of administrative and functional organizational conflicts as a result of the lack of administrative dependency and the efforts of the employees of the Central Agency for Organization and Administration to maintain their interests in the lack of participation and equality of workers in the Directorates of Organization and Administration Financially and with them in their careers and transparency of promotions, which undermines the principle of equal opportunities.
