التغير الهيكلي لقطاع المعلومات في مصر (بالتركيز على العمالة) / The Structural Transformation of the Egyptian Information Sector with Emphasis on Labour Force

Abstract

تسعى مصر حالياً لتعزيز التنمية الاقتصادية والاجتماعية بها ولمواجهة المنافسة العالمية إلى إعطاء مزيد من الاهتمام لتطوير قطاع المعلومات وتكنولوجياتها بمفهومه الواسع بالارتكاز على تقنيات الذكاء الاصطناعي والتى تمثل حتى الآن القاطرة الأساسية للنمو وخلق الثروة لسائر المجتمعات المتقدمة وتلك الساعية للنمو. فالقطاع يعتبر صاحب أعلى معدل ربحية بين الأنشطة الاقتصادية في العالم، إلا أنه بتكنولوجياته الجديدة يقوم بإعادة تشكيله لبيئة العمل ويثير العديد من المخاوف والمحاذير، وخاصة بالنسبة لهيكل عمالة القطاع ومستوى أجورهم ودخولهم إضافة إلى اندثار بعض طرق العمل التقليدية وبروز العمل المستقل مع انتقال المهارات والكفاءات عبر السوق الدولية للعمل الماهر. وتهدف هذه الدراسة تفصيلا إلى إبراز علاقة التغيرات التكنولوجية الرقمية العالمية المعاصرة بالأبعاد والمحاور الهامة التالية:- - إن هذه التغيرات تعتبر الركيزة الأساسية للتغيرات الهيكلية بالقطاع وعمالته، وأن أهم المفاهيم الخاصة بالقطاع هى نتاج لهذه التغيرات. - مدى تطور هيكل عمالة قطاع المعلومات في الاقتصاد المصري منذ الثمانينات وحتى الآن مع تقدير الوزن النسبي لعمالة القطاع بالاقتصاد وتطوره. - علاقة القطاع بسوق العمل بالاستفادة من أهم التجارب الدولية وبالإشارة للحالة المصرية. - رصد وتقييم الجهود المبذولة بمصر لتطوير القطاع بهدف تيسير وضع تصور مبدئى لمستقبله وتحديد أهم محاور التطوير./

The sector is considered to have the highest profitability rate among economic activities in the world, but with its new technologies it is reshaping the work environment and raising many concerns and warnings, especially with regard to the structure of the sector’s workforce and the level of their wages and incomes, in addition to the disappearance of some traditional work methods and the emergence of independent work with the transfer of skills and competencies across the international market for skilled labor. This study aims in detail to highlight the relationship between contemporary global digital technological changes and the following important dimensions and axes: These changes are considered the basic foundation for structural changes in the sector and its workforce, and the most important concepts specific to the sector are a result of these changes. - The extent of development of the information sector employment structure in the Egyptian economy from the eighties until now, with an estimate of the relative weight of the sector’s employment in the economy and its development. - The relationship between the sector and the labor market, benefiting from the most important international experiences and referring to the Egyptian case. - Monitoring and evaluating the efforts made in Egypt to develop the sector with the aim of facilitating the development of an initial vision for its future and identifying the most important development axes.
