الأبعاد المالية لنشاط البحث والتطوير في مصر

Abstract

تعرضت هذه الرسالة الى مفهوم البحث والتطوير وعلاقته بالتنمية الشاملة وتطور ذلك المفهوم عبر العصور ونظرة لدول المتقدمة والنامية الى البحث والتطوير، وقد تم القاء الضوء على موقع نشاط البحث والتطوير فى الموازنة العامة للدولة واثر ذلك على ضعف القدرة على تحديد مخصصات الانفاق على البحث والتطوير فى الموازنة العامة للدولة وهو ما أستوجب ضرورة اعادة النظر فى التقسيم الوظيفي لانشطة الدولة بما يعكس الانشطة الاقتصادية بصفة عامة والبحث والتطوير بصفة خاصة لدوره فى تحقيق التنمية الشاملة.

This study shows that, the concept of research and development and its relationship to the overall development concept through the ages. It gave a brief look on research and development in the state budget and its impact on the ability to determine the allocation of spending on research and development in the General state budget, which needed to reconsider the functional division of employees to reflecting in general the economic activity, in particular the research and development. Also shows that uncertainty for identification the exact cost of activity and research, as well as the role of the private units in the research sector.
