Abstract

تناولت الدراسة إطار مقترح لترشيد الانفاق العام بهدف علاج عجز الموازنة العامة فى ضوء تطبيق التبويب الدولي – دراسة حالة جمهورية مصر العربية، حيث تمثلت مشكلة الدراسة فى التزايد المستمر لعجز الموازنة العامة للدولة فى مصر، والذى تنطوى عليها الزيادة فى الانفاق العام الحكومى لتحقيق أهداف العدالة الاجتماعية المنشودة من خلال زيادة المخصصات المالية لكل من الدعم والأجور وغيرها. وانسب السبل لعلاج هذا العجز فى ظل قصور وشح مصادر التمويل المختلفة وصعوبة تخفيض الانفاق العام.

This study covered the subject of rationalizing the general expenditure so as to overcome the Public General Budget in the light of the international classification implementation – Studying the case of Arabic Republic of Egypt where the study problem was in the continuous increase in the public budget deficiency for the country Egypt. The consequence was an increase in the governmental public expenditure to achieve the expected social justice through increasing the financial allocations for both the support and wages. And the best means to overcome this deficiency in the light of scarcity of the various sources of financing and an increase in the public expenditure.
