أثر تطبيق نظام إدارة المعلومات المالية الحكومية على كفاءة إدارة المالية العامة فى مصر

Abstract

تعرضت هذه الدراسة الى تطور مفهوم ادارة المالية العامة والمبادئ الرئيسية الحاكمة لها، ومناهج تقييم إدارة المالية العامة ومجالات الإصلاح الواجب اجراؤها فى مراحل دور الموازنة العامة للدولة، وكذلك مفهوم و مكونات نظام ادارة المعلومات المالية الحكومية. ومراحل تصميم النظام واهمية هذا النظام في تحسين إدارة المالية العامة، وكذا تجارب بعض الدول التى طبقت النظام وأثر ذلك على كفاءة إدارة المالية العامة في هذه الدول.

Collection (CEPC) and GFIVIIS and this led to the fact that the accounting units are not committed to apply the GFMIS system, where it is under the partial operation without activating neither the application of payments according to GMFIS system nor the linkage with the electronic payment system used by the Ministry of Finance, regarding the issuance of payment orders' process, so the accounting units can issue electronic payment orders without making sure whether the appropriations allow its disbursements or not
