Abstract

تتناول هذه الرسالة الإطار النظرى والتحليلى للصناديق والحسابات الخاصة، بإلقاء الضوء على تطور فكرة الصناديق والحسابات الخاصة فى مصر، والقواعد المنظمة لعملها، وخصائصها، وتصنيفاتها، مع التعرض بإيجاز لتجارب بعض الدول فى هذا الصدد. كما تعرضت الرسالة إلى الإطار النظرى والتحليلى للموازنة العامة للدولة والمبادئ التى ترتكز عليها.

This thesis studies the theoretical and analytical framework of special funds and accounts, by focusing on the evolution of special funds and accounts in Egypt, the rules organizing their work, characteristics, classifications, and some countries experiences in this regard. The thesis also investigates the theoretical and analytical framework of the state budget, its principals, transparency, and the special funds and accounts status and contribution to it, through financial analysis of the state budget in details according to the administrative classification.
