دور الحكومة الإلكترونية في تطوير نظام الإنتخابات

Abstract

تهدف هذه الدراسة إلى تطوير منظومة الانتخابات من خالل الاستعانة بأدوات وآليات الحكومة الالكترونية، وقد تناولت الدراسة ذلك من خالل استعراض أهم المعايير الدولية لنزاهة وكفاءة العملية الانتخابية، وأهم المجالات التي يمكن أن تساهم بها الحكومة الالكترونية الستيفاء تلك المعايير، ومن ثم حددت الدراسة أهم المتطلبات والوسائل الالزمة لبناء منظومة الانتخابات الالكترونية، ورصدت أهم التحديات المتوقعة، ومتطلبات مواجهتها. وقد استعانت الدراسة ببعض التجارب الدولية الناجحة لدول الهند، أمريكا، البرازيل، استونيا، الستخالص الدرو س المستفادة منها في تطوير منظومة الانتخابات، من خالل تطويع التكنولوجيا لخدمة المنظومة الانتخابية بما يتفق مع المعايير الدولية، مع مراعاة الظروف البيئية والثقافية لهذه الدول.

This study aims at developing the election system through the use of tools and mechanisms for E-government. The thesis shows this through presenting the most important international standards for fairness and efficiency of the electoral process. Also it shows the most important fields that the E-government can contribute in to meet with those standards. Hence, the thesis identified both the most important requirements and the necessary means to build a system of electronic elections. It also spotted the most anticipated challenges, and the requirements to cope with those challenges. The study has used some of the international experiences of successful countries, such as India, America, and Brazil, and Estonia, to draw lessons learned in the development of the system of elections in these countries. This was done through focusing on the adaptation of technology to serve the electoral system in line with international standards. In the thesis, it was taken into consideration the environmental and cultural conditions of these countries.
