رؤية إستراتيجية للتنمية الشاملة في ضوء تحديات وتطلعات الجمهورية المصرية الثانية

Abstract

لم تسفر الجهود التنموية في مصر خلال ا لرعع ين عاما الخيرة إلا عن تحقيق معدلات نمو ترتفع وتنخفض من فترة لأخرى ومن عام لآخر، وتراجع مستمر في مستويات معيشة المواطنين وما يقدم لهم من خدمات اجتماعية، وتراجع شبه مستمر في معظم مجالات التعامل مع العالم الخارجي، وفي مكانة مصر على المستويين الإقليمي والعالمي، وهو ما يرجع بصفة أساسية إلى الاعتماد على آليات سوق غير منضبطة يتحكم فيها علاقات ارتباط غير شرعية بين المال والسلطة، وعدم امتلاك رؤية تنموية متكاملة لإحداث التنمية بمفهومها الشامل.

Over the past forty years, Development efforts in Egypt have only achieved fluctuating growth rates , an incessant decline in citizens' standards of living and social services and an uninterrupted retreat with regard to most transactions with foreign entities on the one hand and Egyptian regional and international position on the other hand. Such recession is mainly attributed to undisciplined market mechanisms which are controlled by illegitimate links between money and power, and absence of an integrated development vision to create comprehensive development.
